Parliament assembled, and by the authority of the same, as follows : - 1. Such aid shall be confined to such of the following -objects as is provided for by regulations under this ' Ac~ , .namely:- (a) Travelling expenses of the selector and the members of his family from his late plaCe of residence to the homestead; (b) Rent and. survey fees payable in respect of the homestead for a limited period; (c) Fencing, buildings, and like improvements on the homestead; , (d) Rations, wearing apparel, and like necessaries for a limited period; .(e) Purchase of stock and poultry; , * 58 Vie. (j) Purchase of tools, implements, vehicles, seeds, and like requisites; (g) Preparation of the land for crops; (h) Instruction in farming and dairying. (3.) Such aid shall be granted either in money or in kind as the said regulations may provide. (4.) The amount or value of all such aid received by any such selector shall be deemed to be a debt due by him to the Minister, and shall be repaid by such selector at the time and in the manner provided by the said regulations. (5.) Every such selector shall be required to enter into such agreement with the Minister as may be prescribed by the said regulations, having for its object the repayment of the said debt and the observance by the selector of the provisions of this Act and the said regulations, and also from time to time to give and execute to and in favour of the Minister such further and other agreements and docu- ments for the aforesaid objects as may be required by the Minister or as may be prescribed by the said regulations. Any such agreement may provide for the forfeiture by the selector of his rightsand interests in the selection, and all improvements thereon, upon his neglect or failure to obey the provisiOIls of this Act or the said regulations; whereupon such selector shall be deemed a trespasser upon the selection, and may be dealt with accordingly. !' otwithstanding any enactment to the contrary, no such agreement or document shall be liable to stamp duty or be required to be registered as a bill of sale, mortgage, lien, or other security; and every such agreement or document upon being executed by such selector shall be valid and effectual for all purposes according to its tenor, and shall not be qu.estioned in any proceeding whatsoever. .Appointment 3. (1.) The Governor in Council may from time to : ~ rfe~ ; ers of time appoint an overseer for any locality or localities in which the homesteads of selectors in receipt of aid under this Act are situated. (2.) Subject to the Minister, the overseer shall be charged with the administration of this Act and the said regulations in the locality or localities of which he is overseer, and in particular his decision shall, subject to such right of appeal to the Minister as the said regula- tions may provide, be final and binding upon all selectors in receipt of aid under this Act.

The Governor in Oouncil may from time to time Regulations. make regulations for all purposes which, in his opinion, are necessary to give effect to the purposes and intention of this Act. Such regulations may be general in their appli- cation, or may be limited to particular localities or bodies of selectors. Such regulations may provide a penalty not exceeding five pounds for any breach thereof. All such regulations shall, upon publication in the Gazette, be of the same effect as if they were enacted in this Act, and shall not be questioned in any proceedings whatsoever. This Act may be cited as "The Land Acts and Short titl~ and Agricultural Lands Purchase Ants Amendment Act of ~ f~ ~ ~~ lCtlOn 1905," and shall (except as to section forty-four hereof) be read as one with" The Land Act, 1897,"* and so far as regards section forty-four hereof shall be read as one with " The Agricultural Lands Purchase Acts, 1894 to 1901."t Amendments of " The Land Act, 1897."* 2. The following provision is added to subsection four of section sixty-four of the Principal Act:- "The annual rent for each period after the first shall Amendment; not exceed the annual rent payable for the next preceding of s. 64. period by more than one-half of the annual rent payable for such preceding period: Provided that nothing in this subsection shall be deemed to limit the maximum rent which may be determined under section eleven of 'The LandAct, 1902.'
