I, SCOTT JOHN MORRISON, Prime Minister, make this declaration under subsection 35B(1) of the Social Security Act 1991.

1              Name of declaration

This declaration is the Social Security (Declared Overseas Terrorist Act) Declaration 2019—Sri Lanka Easter 2019

2              Commencement

This declaration commences on the day after this instrument is registered.

3              Definitions

In this declaration:

Actmeans the Social Security Act 1991.

terrorist act has the same meaning as in subsection 100.1(1) of the Criminal Code Act 1995.

4              Declared overseas terrorist act

For the purposes of subsection 35B(1) of the Act, the following terrorist act is a declared overseas terrorist act:

1)The eight bombings in Sri Lanka on 21 April 2019, in the following locations:

a.the bombing at St. Anthony’s Shrine in Colombo, Sri Lanka, at approximately 0845 local time

b.the bombing at the Kingsbury Hotel in Colombo, Sri Lanka, at approximately 0845 local time

c.the bombing at the Cinnamon Grand Hotel in Colombo, Sri Lanka, at approximately 0850 local time

d.the bombing at the Shangri-La Hotel in Colombo, Sri Lanka, at approximately 0857 local time

e.the bombing at St. Sebastian’s Church in Negombo, Sri Lanka, at approximately 0845 local time

f.the bombing at Zion Church in Batticaloa, Sri Lanka, at approximately 0905 local time

g.the bombing at the Tropical Inn in Dehiwala, Sri Lanka, at approximately 1345 local time, and

h.the bombing at a residential complex in Dematagoda, Colombo, Sri Lanka, at approximately 1415 local time.
