I, JENNY MACKLIN, Minister for Families, Housing, Community Services and Indigenous Affairs, acting under paragraph 123TI(1)(d) of the Social Security (Administration) Act 1999 and on behalf of the Minister for Education and the Minister for Employment and Workplace Relations, make this Specification.

  1. Name of Specification

This Specification is the Social Security (Administration) (Excluded Goods — section 123TI) Specification 2010.

  1. Commencement

This Specification commences on the day after registration.

3              Definitions

In this Specification:

Act means the Social Security (Administration) Act 1999.

Fermenter means a container that could be used for the purpose of fermentation.

Home-brew concentrate means—

(a)   a substance, that includes malt and hops, ordinarily used for brewing beer; or

(b)   wort; or

(c)   grape concentrate ordinarily used for making wine.

Home-brew kit means a kit that includes all the following—

(a)   a fermenter;

(b)   an airlock;

(c)   a thermometer

4              Excluded good

Home-brew concentrate and home-brew kits are excluded goods for the purposes of paragraph 123TI(1)(d) of the Act.
