BELL J:   This is an application by Brian William Shaw for leave to issue a proceeding.

On 11 September 2008 Justice Kiefel directed the Registrar, pursuant to rule 6.07 of the High Court Rules, to refuse to issue or file the applicant’s writ of summons without the leave of a Justice.  That brought the present application.

The application is refused.  I publish my reasons.
