HER HONOUR: This is an application for leave to issue a proceeding. The process in question appears to contain allegations of offences against unspecified laws of the Commonwealth as well as treason. The applicant requires leave to issue this proceeding because on 22 September 2006 a Justice of this Court directed, pursuant to rule 6.07 of the High Court Rules 2004 (Cth), that the Registrar refused to issue the application unless the applicant first obtained the leave of a Justice.

The applicant now seeks that leave.  The application which the applicant seeks to issue would, if issued, be an abuse of the process of the Court.  It contains no arguable ground in support of the leave sought.  Leave to issue the process is therefore refused.  I publish that ruling.
