HIS HONOUR:   I understand that the parties have agreed on the forms of order that should be made and that there was a difficulty about extension of time which is now resolved.  Is that right?

MR KARP:   That is correct, your Honour, yes.

HIS HONOUR:   Would you be content if I made orders in the terms of the draft consent orders of four paragraphs that have been provided to me?

MR KARP:   The plaintiff is, your Honour.

MR JONES:   Likewise the Minister, your Honour.
