I. Take all precautions to prevent seed being supplied to any farmer not really requiring such assistmce, or not having a reasonable opportunity for profitably sowing the seed sup- plied: |

rr. Secure the proper sowing of all seed supplied during theyear one thousand eight hundred and ninety-seven in the
district and on the farm intended:
111. Repay to the Treasurer the cost of all seed supplied, withinterest at Five Pounds per centurn per annum from the first day of January, one thousand eight hundred
and ninety-seven; the whole to be paid on the first day of March, one thousand eight hundred and ninety-eight: Provided that in the case of any principal and interest paid to the Treasurer on or before due date one-fifth of the interest so paid shall be rebated to the District Council paying the same.

he thinks fit, exercise all the powem given by this Act to District
Councils.
