8. Such cost and interest shall be a first charge on the crop grown

on the farm during the year onc thousand eight hundred and ninety- seven, and on the farm whereon it is grown, and shall also be re- coverable in every rcspect as a rate duly levied and declared and payable to the Council in respect of the farm under the District Councils Acts,

Schedule shall be conclusive evidence of the liability of the Council

Second Schedule shall be conclusive evidence of the liability of the farmer to the Council.

10, The Treasurer and all Ilistrict Councils shall have all neces- sary and convenient powers for carrying this Act into effect, and the Treasurer may make regulations for giving effect to this Act, and such regulations shall be gazetted and shall be laid before Parlia- ment, and shall have the forcc of law from the time of being
