1. This Act may be cit('d as the “ Second-hand Lealers and Short tiiio.
Collt'ctors Act, 1906,” and shall come into force on tin; iirst day of
Jannary, one thousand niiu! hundred and seven.
2. In this Act, unless inconsistent with the subject-matter or DrSaition.
contc.vt, the following terms have the meauings hereinafter res])cctively
assigned to them (that is to say) : —
“ Collector” means any })erson engaged in colh'ctlng old wares of Collector,
any kind, ’wbctlnn' on his own behalf or on behalf of an cm])loyer, for the purpose's of sale or trade, but shall not include a pi'rsonAi bo Imys oldAvares at a bona lide advertised auction sale conducted by a licensed auctioneer.
“ Court” means any stipendiary or police magistrate, or any two justices of the peace.
“ License ” means lici'iise under this Act.
“ Old wares ” nu'ans partly-manufactured metal goods, second-Special wares,
band anchors, cables, sails, old junk, rags, bones, bottles, syidions, syphon tops, old copper, old iron, old brass, old b'ad, old munt/, mi'tal, scrap metal, broki'n metal, defaci'd mi'tal goods, old Avi'aring apparel, old boots, second-hand furnitiiri', second-hand tools, second-hand drajx'ry goods, second-hand jewellery, and old stores of every description.
“ Ship-chandler” means any shopkeeper in a seaport town whose principal husiness is the sale of cordage, canvas, and otlu-r furniture, and general necessaries of ships.

giA'cs any false information to such dealer, or to his serA ant, or agent as to Avhether such wares are his oavu property or not, or of his name or j)lace of abode, or of the name and place of abode of the OAA ner of the said AA’ares, or if there is any other reason to suspect that such Avares are stolen or otherwise illegally or clandestinely obtained, such dealer, or his sen'ant, or agent to A\hom such AA’ares arc so oil'ered may seize and detain sueh person and the said Avares, and deliver sueh person immediately into the custody of a constahlc or other police officer, Avho shall as soon as practicable convey such person and the said Avares so oifered hefore a court near to the place Avhcrc such person Avas apprehended ; and if upon examination and inquiry, it appears to the satisfaction of the court that the said Avares Avere stolen or illegally or clandestinely obtained, such person shall he deemed guilty of an offence under this Act.

| (t) | the manner in Avhich any fmek used hy any collector shall he painted or otlierAA'ise distinguished, and the mode of painting or othei'Avise marking the name and address of the OAvner, Avhether a collector or second-hand dealer, upon such truck, and of numbering and marking the number upon any truck; |
(5) the maximum amount Avhich may he taken by any second hand dealer from a collector for the iist> or hire of any truck ;
(()) the manner and situation in Avhich the names of second-hand dealers shall he jiaintcd upon the ])remises upon which they are licensed to carry on their husiness as second-hand dealers;
and generally for carrying into clh'ct the provisions of this Act.

Second-hand Dealers and Collectors.
All such regulations shall be jiuhlislied in the Gazette, and shall within fourteen days after such publication he laid hcd'orc Parliament, if tlien iu session, and if not, then within fourteen days after the next ensuing session. Upon such publication, if not disallowed hy either House of Parliament, such regulations shall have the full force of law.
