seamen’s discharges or licenses to ship pursuant to the provi­ sions of sections sixteen and seventeen of the “ Seamen’s Laws Consolidation Act of 186t” is sometimes productive of great incon­ venience to seamen and is not necessary Ee it therefore enacted hy the Queen’s Most Excellent Majesty hy and with the advice and consent of the Legislative Conncil and Legislati\"e Assembly of New Sonth Wales in Parliament assemhled and hy the authority of the same as folloAvs :—•

Act of 1883.”
