1929. No. 71.

REGULATIONS UNDER THE DEFENCE ACT 1903-1927.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1927, to come into operation forthwith.

Amendments.

Appendix VI. is cancelled and the following substituted therefor:—

“Appendix VI.

Instructions for the Physical and Medical Examination.

1. Candidates for admission to the Royal Military College must be in good mental and bodily health, and free from any physical defect likely to interfere with the efficient performance of military duty.

2. They will be examined by a Medical Board, and no candidate will be accepted unless he be pronounced by the Medical Board physically fit for His Majesty’s Service.

3. The Board has power—

(а) To pass a candidate as physically fit.

(b) To reject a candidate as physically unfit.

4. A.A.M.S. Standing Orders 335 to 339 and the following instructions will be observed by the Board:—

(a) The correlation of age, height, weight and chest girth is to conform to those given in the following table:—

(b) Height.—The candidate will be placed against the standard with his feet together and the weight thrown on the heels, and not on the toes or outside of the feet. He will stand erect without rigidity, and with the heels, calves, buttocks, and shoulders touching the standard, the chin will be depressed to bring the vertex of the head level under the horizontal bar. Height measurements will in all cases be recorded to the nearest inch, For example—Every height which is between 67 . and 67  inches must be set down at 67 inches. All height measurements will be taken while the candidate is not wearing boots or shoes.

(c) Weight.—Weight is to be recorded to the nearest pound. For example—Weights between 146 and 146 lb. will be recorded as 146 lb. The weight is to be given for the body without clothes, boots, &c. If the weight is measured while the candidate is wearing clothes, &c., their weight is to be substracted and the difference in the weight will be recorded as the weight of the candidate.

 

(d) Chest Measurements.—The candidate will stand erect with his feet together, and raise his arms over his head. The tape will be so adjusted round the chest that its upper edges touches the inferior angles of the shoulder blades behind, and its lower edge the upper part of the nipples in front. The arms will then be lowered to hang loosely by the side, and care will be taken that the shoulders are not thrown upwards or backwards so as to displace the tape. The candidate will then be directed to take a deep inspiration several times, and the maximum expansion of the chest will be carefully noted. The minimum and maximum will, then be recorded thus, in inches—

In recording the measurements, fractions of less than  an inch should not be noted.

(e) (i) Eyesight.—The examination for determining the acuteness of vision includes two tests: one for distant and the other for near vision. The army test types will be used for the test for distant vision without glasses at a distance of 20 feet, and for the test for near vision without glasses at any distance selected by the candidate. The standards of the minimum acuteness of vision with which a candidate will be considered fit are as follows:—

Distant vision without glasses = 6/18, and after correction with glasses = not below 6/6.

Distant vision without glasses = 6/18, and after correction with glasses = not below 6/12.

(ii) Each eye must have a full field of vision as tested by hand movements, otherwise the candidate will be rejected.

(iii) Squint or any morbid condition of the eyes or of the lid of either eye liable to risk of aggravation or recurrence will cause the rejection of the candidate.

 

(iv) Each eye will be examined separately, and both lids must be kept wide open during the test.

(v) Inability to distinguish the principal colours will not be regarded as a cause of rejection, but the fact will be noted in the proceedings and the candidate will be informed.

(vii) The degree of acuteness of vision of all candidates will be entered in the proceedings in the following manner:—

No relaxation of the standard of vision will be allowed.

(f) That the hearing is good and that there is no sign of ear disease (vide Appendix. 36, para. 38, A.A.M.S. Standing Orders).

(g) That his speech is without impediment.

(h) That his teeth are in good order. He must have ten sound teeth in the upper jaw fundamentally opposed to ten sound teeth in the lower jaw. Two of these teeth in each jaw must be molars. Well-filled teeth will be considered as sound.

(j) That his chest is well formed, and that his lungs and heart are sound.

(k) That he is not ruptured.

(l) That he does not suffer from a severe degree of varicocele or varicose veins. A candidate who has been successfuly operated on will be accepted.*

(m) That his limbs are well formed and developed.

(n) That there is free and perfect motion of all joints.

(o) That his feet and toes are well formed.

(p) That he does not suffer from any inveterate skin disease.

(q) That he has no congenital malformation or defect.

(r) That he does not bear trace of previous acute or chronic disease pointing to an impaired constitution.

(s) That he is free from any disease or from any physical defect that would be likely to render him unfit for military service.

(t) If the candidate is not of British origin or descent, the fact should be recorded by the Board.

(u) Directions for conduct of general examination—A.A.M.S. S.O. App. 36, paras. 34 to 38 will apply as far as applicable.

 

* Severe varicocele is defined in the Standing Orders for the A.A.M.S.

 

5. The proceedings will be recorded as follows on A.A.F. A.23:—

* To indicate “fit” or “unfit” If unfit cause to be stated. If the candidate bears the mark of an operation or other wound, or has physical defects, not causing his unfitness for service the fact is to be here stated.

6. A.A.F.D.1 Medical and Dental History Sheet, showing the condition of the teeth on examination, will be attached to the proceedings.

7. A candidate, in whose case any dental defect requiring treatment is found at the time of his medical and dental examination, will not be admitted to the College unless the treatment has been carried out to the satisfaction of the senior dental officer and without expense to the Department. A written undertaking of the parent or guardian of the candidate that the treatment will be so carried out is to be obtained before the candidate presents himself for selection.

8. The Proceedings of the Board to be forwarded to the Director General Medical Services for review and transmission to the Commandant, Royal Military College.

9. At the completion of the physical examination, the Board will forward (on A.A.F. K.7) to the District Base Commandant a list of the Candidates’ names, stating opposite each whether he is fit or unfit. This form is to be transmitted to the President of the Board appointed to supervise the written examination for candidates over 19 only, in sufficient time to reach him before it begins. It will be attached by him to the proceedings of the Board.
