REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1912

Regulations for the Royal Australian Naval Brigade (Naval Guard Section).

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations, under the Naval Defence Act 1910-1912, to come into operation forthwith.

REGULATIONS FOR ROYAL AUSTRALIAN NAVAL BRIGADE (NAVAL GUARD SECTION).

Constitution.

1. The Naval Guard Section of the Royal Australian Naval Brigade shall comprise such officers, petty officers, and men as may from time to time be duly engaged, sworn in, appointed to, and employed therein under the Naval Defence Act 1910-1912.

2. All applicants for engagement in the Naval Guard Section of the Royal Australian Naval Brigade must produce a satisfactory discharge or other evidence showing that they have seen service in His Majesty’s Naval or Military Forces in Great Britain or its Dependencies, i.e., Regular Forces, Militia, Reserves, or Volunteer Forces.

3. No applicant will be eligible for appointment unless he is the son of a naturalized or natural-born British subject, is free from physical defects of such a nature as would incapacitate him from performing this particular duty, and is in other respects suitable.

Officers.

Section I.—Appointments,

4. Any officers of the Royal Australian Naval Brigade may be detailed for duty with Naval Guards.

5. Officers other than these mentioned in Article 4 shall be selected from the Naval and Military Forces.

6. Military officers will be granted Naval rank for the position they hold in this Section of the Royal Australian Naval Brigade.

7. Candidates must forward their applications for appointment to this Section of the Royal Australian Naval Brigade accompanied by certified copies of their previous service records to the District Naval Officer of the District in which they reside. Candidates’ papers will then be forwarded by the District Naval Officer to the Director of Naval Auxiliary Services for transmission to the Secretary to the Naval Board.

8. All appointments will be made by the Governor-General on the recommendation of the Naval Board.

9. Officers of this Section of the Royal Australian Naval Brigade will be borne on the books of one of H.M.A. ships for discipline and pay.

Section II.—Pay.

10. Pay and allowances will be sat the same rates as laid down for corresponding ranks in the Royal Australian Naval Brigade.

Section III.—Messing and Quarters.

11. Messing and quarters will be provided under similar conditions as for corresponding ranks in the Royal Australian Naval Brigade.

Section IV.—Uniforms.

12. Uniforms will be supplied as laid down for the Royal Australian Naval Brigade, omitting mess jacket, waistcoat, and trousers, and substituting in lieu one greatcoat.

The material for the uniforms is to be of Naval Serge instead of blue cloth.

Section V.—Leave.

13. Leave will be granted as laid down for officers of the Royal Australian Naval Brigade serving under Proclamation.

Section VI.—Compensation for Injuries, &c.

14. Claims for compensation for injuries received, or disease contracted while on active service under Proclamation, will be dealt with as may be prescribed for members of the Permanent Naval Forces (Sea-going).

Section VII.—Discipline.

15. Officers will be subject to the same discipline as for officers of the Royal Australian Naval Brigade serving under Proclamation.

Section VIII.—Period of Service.

16. The period of service will be while the Proclamations issued by the Governor-General calling out the Citizen Forces remain in force, unless officers are otherwise regularly discharged by direction of the Naval Board.

Section IX.—General.

17. The Royal Australian Naval Brigade Regulations shall be followed in all matters not specially mentioned in these Regulations.

Ratings.

Section I.—Engagement.

18. Every rating on engagement must take the oath or affirmation of enlistment as laid down in the second schedule to the Naval Defence Act 1910-1912.

 

19. Each applicant will be examined as to his suitability for employment, and if satisfactory will be examined by a Naval Medical Officer as to physical fitness for carrying out the duty of Naval Guard on shore or on vessels moored to wharfs and piers.

20. Ratings will be borne for discipline and pay on the books of one of H.M.A. Ships.

21. Applicants must not be less than twenty yours of age, nor more than fifty. Subject to the approval of the Naval Board, the age may be extended to fifty-five years in the case of desirable men who have hold the rating of Chief Petty Officer in the Navy, or corresponding rank in the Military Forces and whose Service Certificates are above the average.

22. Applicants must produce certificates of previous Naval or Military service, or proof in support of same.

Section II.—Pay and Allowances.

23. Pay and allowances will be at the same rates as laid down for corresponding ratings in the Royal Australian Naval Brigade.

Section III.—Messing and Quarters.

24. Messing and quarters will be provided under similar conditions as for corresponding ratings in the Royal Australian Naval Brigade.

Section IV.—Uniform, Badges, and Bedding

25. (a) When sworn in each man will be supplied gratuitously with kit according to the following scale:—

Chief Petty Officers—

1 cap and badge (C.P.O., R.A.N.B.).

2 serge jackets (single-breasted).

2 pairs serge trousers.

1 pair half-boots (shore service pattern).

3 white collars.

3 white shirts.

1 black bow.

1 oilskin coat.

Note.—In the tropics, 1 white drill suit may be issued in lieu of 1 serge suit (jacket and trousers).

Petty Officers and Able Seamen—

1 cap with R.A.N. Brigade ribbon.

2 flannel vests.

2 pairs of serge trousers.

2 serge jumpers (without cuffs).

1 pair half-boots (shore service pattern).

1 oilskin coat.

Note.—1 suit of white duck may be issued in lieu of l serge suit (jumper and trousers) in the tropics or in warm climates, at the discretion of the District Naval Officer.

(b) Subject to the approval, of the Naval Board, the following may also be issued:—

To all ratings in temperate climates—1 blue jersey.

To C.P.O. ratings in the tropics—1 white helmet.

To other ratings in the tropics—l straw hat.

 

(c) If any clothing is destroyed on duty, or by fair wear and tear, or damaged otherwise than by the wearer’s neglect, the District Naval Officer may, after the expiration of eighty days from the issue thereof, order the same to be renewed.

(d) If clothing is destroyed or damaged through the wearer’s neglect, the District Naval Officer may, after the inquiry, order the same to be repaired, cleaned, or replaced at the wearer’s expense.

(e) Badges.—In addition tothe above uniform, members of the Naval Guard shall wear the badges of their rating as in the Royal Australian Navy, and the following badges indicative of their duties:—

Chief Petty Officers—

Collar badges similar in design to the Naval Police badge, but with the letters “N.G.” in lieu of “N.P.”.

Petty Officers and A.B.’s—

An armlet with badge similar in design to that for the Naval Police, but with the letters “N.G.” in lieu of “N.P.” (to be worn on the right sleeve midway between the point of elbow and point of shoulder).

(f) Bedding.- Allratings will be supplied with—

1 mattress,

1 pillow,

2 blankets;

and, at the discretion of the District Naval Officer, with—

2 hammocks and clews.

Section V.—Leave.

26. Leave will he granted as laid down for members of the Royal Australian Naval Brigade serving under Proclamation.

Section VI.—Compensation for Injuries, &c.

27. Claims for compensation for injuries received, or disease contracted while on active service under Proclamation, will be dealt with as may be prescribed for members of the Permanent Naval Force (Seagoing).

Section VII.—Discipline.

28. Ratings will be subject to the same discipline as men of the Royal Australian Naval Brigade on active service under Proclamation.

Section VIII.—Period of Service.

29. The period ofservice will be while the Proclamations issued by the Governor-General calling out the Citizen Forces remain in force, or until ratings are otherwise regularly discharged by direction of the Naval Board.
