Her Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Road Transport (Vehicle Registration) Act 1997.

Explanatory note
The objects of this Regulation are:
| (a) | to authorise the conduct of on-road number-plate testing to ensure the visibility of number plates (such testing, which involves a sample number-plate being affixed over the registered number plate, would otherwise be a breach of clause 85 of the Road Transport (Vehicle Registration) Regulation 2007 which prohibits the driving of a vehicle with a number-plate not issued by Roads and Maritime Services with an altered number-plate or with a representation of a number-plate), and |
| (b) | to update the heading to a Subdivision, so as to reflect changes to the matters dealt with by its provisions, and |
| (c) | to update terminology relating to bicycle rack number-plates which are now called auxiliary number-plates. |
This Regulation is made under the Road Transport (Vehicle Registration) Act 1997, including section 14 (the general regulation-making power).

1 Name of Regulation
This Regulation is the Road Transport (Vehicle Registration)
Amendment (Number-Plates) Regulation 2012.
2 Commencement
This Regulation commences on the day on which it is published on the
NSW legislation website.

Omit the heading. Insert instead:

Omit clause 85 (4). Insert instead:
(4) This clause does not apply to:
(a) the use of trader’s plates, or (b) the use of a registered vehicle for the purpose of number-plate testing authorised by the Authority if the vehicle displays a sign indicating that number-plate testing is being carried out.

Omit “a bicycle-rack number-plate” from the definition of vehicle number-plate in clause 61 (1).
Insert instead “an auxiliary number-plate”.
