His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Road Transport (Safety and Traffic Management) Act 1999.

Explanatory note
The object of this Regulation is to make provision for the control of traffic in
connection with the conduct of the Olympic Games and the Paralympic Games.
The Regulation creates, as a parking offence (within the meaning of section 43 of
the Road Transport (General) Act 1999), the offence of standing or parking a
vehicle in contravention of a traffic management plan in force under section 52 of
the Olympic Arrangements Act 2000. The creation of such a parking offence
attracts the application of the so-called “owner-onus” provisions of the Road
Transport (General) Act 1999.
The Regulation also creates the offence of stopping in an Olympic lane (within the
meaning of section 40 (3) of the Olympic Arrangements Act 2000), subject to
certain specified exceptions. For the purposes of this offence, the Regulation
provides that the colour of an Olympic lane sign is not a critical factor.
The period during which the offences may be committed is the period from 15

August 2000 to 29 October 2000, both dates inclusive.

Explanatory note

Because this period is limited, the Regulation also provides for the repeal of its
provisions immediately after the expiration of that period.
Regulation is made under the Road Transport (Safety and Traffic Management) Act
1999, including section 71 and Schedule 1.

1     Name of Regulation

This Regulation is the Road Transport (Safety and Traffic Management) (Road Rules) Amendment (Olympic Games) Regulation 2000.

2 Commencement

(1) This Regulation commences on 15 August 2000, except as provided
by this clause.
(2) Clause 4 and Schedule 2 commence on 30 October 2000.

3 Amendment of Road Transport (Safety and Traffic Management) (Road Rules) Regulation 1999

The Road Transport (Safety and Traffic Management) (Road Rules)

Insert after clause 80:

80A Parking contrary to traffic management plan

(1) A driver of a vehicle must not stand or park the vehicle in

contravention of a provision of a traffic management plan.
Maximum penalty: 30 penalty units.

(2) In this clause, traffic management plan means a traffic management plan in force under section 52 of the Olympic Arrangements Act 2000.

Insert after clause 82:

82A Stopping in Olympic lane

(1)

A driver of a vehicle must not stop in an Olympic lane between the hours specified by the Olympic lane sign, unless subclause (2), (3), (4) or (5) applies to the driver.

Maximum penalty: 30 penalty units.
(2) The driver of a public bus may stop in an Olympic lane if the
driver is dropping off, or picking up, passengers.
(3) The driver of a taxi may stop in an Olympic lane if:
(a) the driver is dropping off, or picking up, passengers, and

(b)

there is not another law of this jurisdiction prohibiting the driver of a taxi from stopping on the length of road comprising the Olympic lane.

(4) The driver of a vehicle may stop in an Olympic lane if:

(a)

the vehicle displays a permit issued by the Olympic Roads and Transport Authority constituted under the Olympic Roads and Transport Authority Act 1998

Amendments Schedule 1

authorising the driving of the vehicle in an Olympic

lane, and

(b) the driver is dropping off, or picking up, passengers.

(5) In this clause, Olympic lane has the same meaning as in section 40 (3) of the Olympic Arrangements Act 2000.

Insert after clause 14:

15     Olympic lane sign

For the purposes of the application of rule 316 (4) of the Australian Road Rules with respect to a traffic sign comprising an Olympic lane sign (within the meaning of section 40 (3) of the Olympic Arrangements Act 2000), the traffic sign may be a reasonable likeness of a diagram specified in section 39 of the Olympic Arrangements Act 2000 even though, in addition to any of the matters referred to in rule 316 (4) (a)–(e) of the Australian Road Rules, the colour of the sign is different.
