His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Road Transport (Safety and Traffic Management) Act 1999.

Explanatory note
The objects of this Regulation are:
| (a) | to enable the Roads and Traffic Authority to establish an Olympic accredited vehicle scheme, including setting aside the whole or part of any road as an Olympic accredited vehicle zone, and |
| (b) | to prescribe certain offences in relation to parking in an Olympic accredited vehicle zone. |
This Regulation is made under the Road Transport (Safety and Traffic Management) Act 1999, including section 71 (the general regulation-making power).

1 Name of Regulation
This Regulation is the Road Transport (Safety and Traffic Management) (Road Rules) Amendment (Olympic Arrangements) Regulation 2000.

Regulation 1999 is amended as set out in Schedule 1.

Insert after Division 3 of Part 5:
Division 4 Olympic accredited vehicle schemes 123B Definitions In this Division: that is set aside as an Olympic accredited vehicle zone as referred to in clause 123C.
Olympic accredited vehicle permit means a permit referred to
in clause 123E.
123C Olympic accredited vehicle schemes (1) The Authority may establish and operate an Olympic accredited vehicle scheme for any road or part of a road.
(2)
For the purposes of any such scheme, the Authority may set aside as an Olympic accredited vehicle zone the whole or any part of any road.

123D Olympic accredited vehicle zones An Olympic accredited vehicle zone is to be designated by traffic signs, of the kind illustrated by the following diagrams, exhibited at each end of the length of road to which they relate or at each entry and exit point of the zone to which they relate:
123E Olympic accredited vehicle parking permits (1) The Olympic Roads and Transport Authority may issue a permit authorising the parking of a vehicle in an Olympic accredited vehicle zone.
(2) A permit may specify conditions to which it is subject. 123F Parking in Olympic accredited vehicle zone (1) A person must not park a vehicle in an Olympic accredited vehicle zone unless:
(a) a current Olympic accredited vehicle permit is displayed in or on the vehicle, in such a manner that it is clearly visible to persons outside the vehicle, and (b) any conditions set out in the permit are complied with. Maximum penalty: 20 penalty units.
(2) This clause overrides any permissive parking sign within an Olympic accredited vehicle zone, but does not affect the operation of any other traffic control device that has effect in relation to the zone.

(3) Neither a parking permit nor a mobility parking scheme authority has any effect within an Olympic accredited vehicle zone.
123G Use of false or damaged Olympic accredited vehicle permit A person must not display in or on a vehicle that is parked in an Olympic accredited vehicle zone:
(a)
any article or thing resembling an Olympic accredited vehicle permit that falsely suggests that the vehicle is parked lawfully in the zone, or
(b)
any Olympic accredited vehicle permit that is altered, defaced, mutilated or illegible.
Maximum penalty: 20 penalty units.
123H Expiry of Division
This Division expires on 30 October 2000.
