His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Road Transport (General) Act 1999.

Explanatory note
The objects of this Regulation are:

(a)

to prescribe certain offences under Part 9 of the Olympic Arrangements Act 2000 (which, by section 38 of that Act, is to be construed with and as if it formed part of the road transport legislation) as penalty notice offences, and

(b)

to prescribe certain offences under Road Transport (Safety and Traffic Management) (Road Rules) Regulation 1999 (being offences created by the Road Transport (Safety and Traffic Management) (Road Rules) Amendment (Olympic Games) Regulation 2000) as penalty notice offences, and

(c) to prescribe short descriptions for those offences, and

(d)

to prescribe the authorised officers who may serve penalty notices for those offences, and

Explanatory note

(e) to prescribe the penalties payable for those offences if dealt with by way of penalty notice.

This Regulation is made under the Road Transport (General) Act 1999, including section 71 (the general regulation-making power) and section 15. Those provisions are applied for the purposes of Part 9 of the Olympic Arrangements Act 2000 by sections 38 and 55 of that Act.

1      Name of Regulation

This Regulation is the Road Transport (General) (Short Descriptions and Penalty Notice Offences) Amendment (Olympic Games) Regulation 2000.

2 Commencement

(1) This Regulation commences on 15 August 2000, except as provided
by this clause.
(2) Clause 4 and Schedule 2 commence on 30 October 2000.

3 Amendment of Road Transport (General) (Short Descriptions and Penalty Notice Offences) Regulation 1999

The Road Transport (General) (Short Descriptions and Penalty Notice Offences) Regulation 1999 is amended as set out in Schedule 1.

4 Further amendment of Road Transport (General) (Short Descriptions and Penalty Notice Offences) Regulation 1999

The Road Transport (General) (Short Descriptions and Penalty Notice Offences) Regulation 1999 is further amended as set out in Schedule 2.

5 Notes

The explanatory note does not form part of this Regulation.

Insert in appropriate order:

Class 17 officer means a person:

(a) who is the Chief Executive Officer of the Olympic Roads and Transport Authority, or
(b) who is employed by the Olympic Roads and Transport Authority, or
(c) who is employed by the Roads and Traffic Authority and who is authorised by the Roads and Traffic Authority for the purposes of this provision.
