Explanatory note
The object of this Regulation is to amend the Road Transport (General) (Short Descriptions and Penalty Notice Offences) Regulation 1999 to make provision for penalties for certain parking and stopping offences in relation to special event parking zones and Olympic accredited vehicle zones.

This Regulation is made under the Road Transport (General) Act 1999, including section 71 (the general regulation-making power) and section 15.

1     Name of Regulation

This Regulation is the Road Transport (General) (Short Descriptions and Penalty Notice Offences) Amendment (Olympic Arrangements) Regulation 2000.

2 Amendment of Road Transport (General) (Short Descriptions and

Penalty Notice Offences) Regulation 1999

The Road Transport (General) (Short Descriptions and Penalty Notice

Offences) Regulation 1999 is amended as set out in Schedule 1.

The explanatory note does not form part of this Regulation.

Insert at the end of the clause:

(4) Despite subclause (1) (c):

(a)

$348 is the prescribed penalty for any parking or stopping offence, where the offence occurs during the Olympic or pre-Olympic period in a special event parking area (otherwise than where the place where it occurs is also within an Olympic accredited vehicle zone), and

(b)

$300 is the prescribed penalty for any parking or stopping offence, where the offence occurs during the Olympic or pre-Olympic period in an Olympic accredited vehicle zone (whether or not the place where it occurs is also within a special event parking area).

(5) In subclause (4):

Olympic accredited vehicle zone has the same meaning as in Division 4 of Part 5 of the Road Transport (Safety and Traffic Management) (Road Rules) Regulation 1999.

parking or stopping offence means:

(a) an offence under Part 12 of the Australian Road Rules, subject to any qualifications on the application of those rules made by the Road Transport (Safety and Traffic Management) (Road Rules) Regulation 1999, and
(b) an offence under the Road Transport (Safety and Traffic Management) (Road Rules) Regulation 1999 in relation to parking or stopping on a road or road related area.

pre-Olympic period means the period beginning on the commencement of the Road Transport (Safety and Traffic Management) (Road Rules) Amendment (Olympic Arrangements) Regulation 2000 and ending on the commencement of the Olympic period.

Schedule 1 Amendments

special event parking area has the same meaning as in the Road Transport (Safety and Traffic Management) (Road Rules) Regulation 1999.
