ROAD TRAFFIC AMENDMENT ACT
(No. 2)

AN ACT to amend the Road Traffic Act 1974.
[Assented to 4 December 1986]
BE it enacted by the Queen's Most Excellent Majesty, by and with the advice and consent of the Legislative Council and the Legislative Assembly of Western Australia, in this present Parliament assembled, and by the authority of the same, as follows:—
Short title
1. This Act may be cited as the Road Traffic Amendment Act (No. 2)

| Commencement |
2. This Act shall come into operation on the day on which it receives
the Royal Assent.
Principal Act
3. In this Act the Road Traffic Act 1974* is referred to as the
principal Act.

Saving
4. (1) The provisions of the principal Act as in force immediately before the coming into operation of this Act shall continue to apply to and in relation to -
| (a) | the grant of a vehicle licence if that licence is granted before 1 January 1987; and |
| (b) | the renewal of a vehicle licence if, pursuant to subsection (4) of section 18 of the principal Act, that renewal has effect, or is deemed to have effect, on and from a day not later than 31 December 1986. |
(2) In subsection (1) "vehicle licence" has the same meaning as that
expression has in and for the purposes of the principal Act.
Section 19 amended
5. Section 19 of the principal Act is amended by inserting after
subsection (16) the following subsections
"
(16a) Subject to subsection (16b), the Board shall charge only one-half of the fee payable according to the scale in Part III of the Second Schedule in respect of the licensing of a
(a) caravan (motor propelled);
| (b) | motor car or motor wagon, with a tare weight not exceeding 3 000 kilograms; |
| (c) motor-cycle; or |

(d) moped,
owned by a person who-
(aa) is in receipt of an age pension under the Social Security Act 1947 of the Commonwealth, or a service pension under section 38 or a wife's service pension under section 40 of the Veterans' Entitlements Act 1986 of the Commonwealth; and
(bb) holds a pensioner health benefits card issued by the Commonwealth Department of Social Security or the Commonwealth Department of Veterans' Affairs,
and makes a declaration to that effect in a form approved by the
Board.
(16b) A person is not entitled to the concession provided in subsection (16a) in respect of more than one vehicle at any particular time. ".
