The Governor in Council makes the following Regulations:

1. Objective
The objective of these Regulations is to amend the Road Safety (Vehicles) Regulations 1999 to recognise the legal rights of all domestic partners irrespective of the gender of each partner.
2. Authorising provision
These Regulations are made under section 95 of the Road Safety Act 1986.
3. Commencement
These Regulations come into operation on
23 August 2001.
4. Definitions
(1) In regulation 105(1) of the Road Safety (Vehicles)
Regulations 19991—
(a) after the definition of "dog trailer" insert—

person to whom the person is not
married but with whom the person is
living as a couple on a genuine
domestic basis (irrespective ofgender);';

for the definition of "spouse" substitute— ' "spouse" of a person means a person to
whom the person is married;'.
(2) In regulation 105 of the Road Safety (Vehicles)
Regulations 1999, after sub-regulation (3)
insert—
'(4) For the purposes of the definition of"domestic partner" in sub-regulation (1), in determining whether persons are domestic partners of each other, all the circumstances
of their relationship are to be taken into in a particular case.'.
