Road Safety (Vehicles) (Amendment) Regulations

1997

The Governor in Council makes the following Regulations:

1. Objectives

The objectives of these Regulations are—

(a)

to prescribe a fee for the issue of slimline number plates; and

(b)

to allow unregistered vehicles to be driven for short distances under specific conditions without the need to display special identification plates; and

(c)

to enable a notice of unroadworthiness to be issued or removed by any person referred to in section 14 of the Act.

2. Authorising provision

These Regulations are made under section 95 of the Road Safety Act 1986.

3. Principal Regulations

In these Regulations the Road Safety (Vehicles)
Regulations 19881 are called the Principal

Regulations.

4. Definition of slimline number plate

In regulation 105(1) of the Principal Regulations,
after the definition of "single axle" insert—

' "slimline number plate" means a number plate

(other than a number plate issued in respect
of a motor cycle or for fixing on a bicycle
carrier) the dimensions of which are not
greater than 120 millimetres by 375

millimetres;'.

5. Issue of slimline number plates

In regulation 205 of the Principal Regulations, after sub-regulation (1) insert—

"(1A) The Corporation may supply slimline

number plates to an applicant if the applicant

so requests.".

6. Use of vehicles without "trade plates"

After regulation 502(7) of the Principal

Regulations insert—

"(7A) An unregistered vehicle may be used on a

highway without having a special

identification plate attached to it if—

(a) the vehicle is being used—

(i)  on the premises of an eligible person; or

(ii)

immediately outside and within 25 premises of an eligible person on

a highway that adjoins those

premises; and

(b)

at all times there is a driver and no other person in the vehicle; and

(c)

the vehicle is owned by the eligible person who for the time being is the assignee of a general identification mark and has been supplied with one or more special identification plates under sub-regulation (2); and

(d)

the driver is employed by the owner of the vehicle or by a person who is delivering the vehicle to the owner; and

(e)

the vehicle is being moved to the owner's premises or from one part of the owner's premises to another part and is not being driven or used for any other purpose such as testing.".

7. Notices of unroadworthiness

In regulation 602 of the Principal Regulations—

(a)

in sub-regulation (1) for "member of the police force or the Corporation" substitute "person referred to in section 14 of the Act";

(b)

in sub-regulation (2) for "member of the police force or the Corporation" substitute "person referred to in section 14 of the Act";

(c)

in sub-regulation (6)(d) for "member of the police force or the Corporation" substitute "person referred to in section 14 of the Act";

(d)

in sub-regulation (8) for "member of the police force or the Corporation" substitute "person referred to in section 14 of the Act".

8. Fee for slimline number plates

In Schedule 2 to the Principal Regulations, for item 1 substitute—

"1. Issue of—

(a) slimline number plates,

except personalised

number plates—per plate 205(2) 21.00
(b) other number plates 205(2) 11.00".

plate
