Road Safety (Traffic) (Parking) Regulations 1998
The Governor in Council makes the following Regulations:

1. Objectives
The objectives of these Regulations are to amend the definitions of "no-parking area", "no-standing area" and "parking area" and clarify the operation of signs in those areas.
2. Authorising provisions
These Regulations are made under section 95 of the Road Safety Act 1986.
3. Principal Regulations
In these Regulations, the Road Safety (Traffic)
Regulations 19881 are called the Principal
Regulations.

4. Definitions
In regulation 105(1) of the Principal
Regulations—
(a) for paragraph (c) of the definition of '(c) an area of highway or of more than one
highway (including a portion of a
highway or highways) indicated by a
sign referred to in paragraph (b) of the
definition of "no-parking area sign" at
each place where the area may be
entered by highway and by an end no-
parking area sign at each place wherethe area may be exited by highway;';
(b) for paragraph (c) of the definition of '(c) an area of highway or of more than one
highway (including a portion of a
highway or highways) indicated by a
sign referred to in paragraph (b) of the
definition of "no-standing area sign" at
each place where the area may be
entered by highway and by an end no-
standing area sign at each place wherethe area may be exited by highway;';
(c) for paragraph (e) of the definition of '(e) an area of highway or of more than one
highway (including a portion of a
highway or highways) indicated by a
sign referred to in paragraph (b) of the
definition of "parking area sign" at each
place where the area may be entered by
highway and by an end parking area

5. New regulations 108 and 109 inserted
After regulation 107 of the Principal Regulations
insert—'108. Meaning of "except as signed"
(1) The expression "except as signed" appearing
on—
(a)
a sign similar to that illustrated in Diagram 15b; or
(b)
a sign similar to that illustrated in Diagram 17b; or
(c)
a sign similar to that illustrated in Diagram 19b—
indicates that within the area to which the
sign refers any clearway control sign,
clearway sign, no-parking sign, no-standing
sign, parking sign or zone sign has effect and
operates despite any indication to the
contrary otherwise given by the sign bearing
the expression "except as signed".(2) For the purposes of these Regulations, a sign referred to in paragraph (a), (b) or (c) of sub- regulation (1) is not to be taken to not
substantially conform to the requirements of these Regulations or of the standard referred to in regulation 303(3) only because it bears the expression "except as signed", despite
anything to the contrary in these Regulations
or in that standard.109. Effect of non-inclusion of all relevant parking controls on signs
For the purposes of these Regulations, a clearway control sign, clearway sign, no-

parking sign, no-standing sign, parking sign or zone sign associated with an area is not to be taken to not substantially conform to the
requirements of these Regulations or of the
standard referred to in regulation 303(3) only
because there is not inscribed on the sign an
indication of the existence of any other sign
associated with that area or any part of that
area, despite anything to the contrary inthese Regulations or in that standard.'.
