Road Safety (Drivers) and (Vehicles) Amendment (Fees) Regulations 2024

PART 1—PRELIMINARY

1Objectives

The objectives of these Regulations are—

(a)to make amendments to the Road Safety (Drivers) Regulations 2019 to convert fees specified in monetary amounts to fee units; and

(b)to make amendments to the Road Safety (Vehicles) Regulations 2021—

(i)to convert fees specified in monetary amounts to fee units; and

(ii)to increase national heavy vehicle number plate fees; and

(iii)to prescribe the annual registration fees for heavy vehicles for the 2024/2025 financial year.

2Authorising provision

These Regulations are made under section 95 of the Road Safety Act 1986.

3Commencement

These Regulations come into operation on 1 July 2024.

PART 2—ROAD SAFETY (DRIVERS) REGULATIONS 2019

4Schedule 7—Search and extract fees

In items 1 and 2 of Schedule 7 to the Road Safety (Drivers) Regulations 2019[1], for "$10.35" substitute "0·65 fee units".

PART 3—ROAD SAFETY (VEHICLES) REGULATIONS 2021

5Schedule 2—Concessional fees for registration and renewal of registration

In item 2 of Schedule 2 to the Road Safety (Vehicles) Regulations 2021[2], for "$9.95" substitute "0·63 fee units".

6Schedule 3—Registration fees for heavy vehicles

(1)For clause 5 in Schedule 3 to the Road Safety (Vehicles) Regulations 2021 substitute

"5   Annual registration fees—1 July 2024 to 30 June 2025

The annual registration fee for a vehicle to which this Schedule applies for the financial year 2024/2025 is the sum of the relevant amounts set out in Tables 1 and 2 for the vehicle.

Note

The annual registration fee for a vehicle is made up of 2 separate components—a road component (Table 1), which is designed to recover expenditure relating to roads that can be attributed to the use of heavy vehicles either generally or particularly; and a regulatory component (Table 2), which is designed to recover expenditure related to the regulation of heavy vehicles. It is intended that the regulatory component will be paid to the Regulator, subject to offsets where jurisdictions provide regulatory services under service level agreements.

Example

The annual registration fee for a truck (type 1) with 2 axles is $684, which is the sum of $485 shown in Table 1 for that type of truck, and $199 shown in Table 2 for that type of truck.

Fee Units

These Regulations provide for fees by reference to fee units within the meaning of the Monetary Units Act 2004.

The amount of the fee is to be calculated, in accordance with section 7 of that Act, by multiplying the number of fee units applicable by the value of a fee unit.

The value of a fee unit for the financial year commencing 1 July 2024 is $16.33. The amount of the calculated fee may be rounded to the nearest 10 cents.

The value of a fee unit for future financial years is to be fixed by the Treasurer under section 5 of the Monetary Units Act 2004. The value of a fee unit for a financial year must be published in the Government Gazette and a Victorian newspaper before 1 June in the preceding financial year.
