AN ORDINANCE
To amend the Rates Ordinance 1926-1929.
BE it ordained by the Governor-General of the Commonwealth Council, in pursuance of the powers conferred by the Seat of of Australia, with the advice of the Federal Executive Government Acceptance Act 1909 and the Seat of Government
(Administration) Act 1910-1930, as follows:— 1.— (1.) This Ordinance may be cited as the Rates Ordinance short title and

(2.) The Rates Ordinance 1926-1929, is in this Ordinance
referred to as the Principal Ordinance.
(3.) The Principal Ordinance, as amended by this Ordinance,
may be cited as the Rates Ordinance 1926-1931.
2. The Pr incipal Ordinance is amended as set out in the Minor
Schedule to this Ordinance. amendments. 3. Section five of the Principal Ordinance is amended— unimproved (a) by omitting from sub-section (1.) the words and figure " in sub-section (2.) " and inserting in their stead the words and figures " in sub-sections (2.), (3.) and (4.) " ; and

sections :—
"(3 . ) The unimproved capital value of land in the City
rent payable in respect of the lease other than prospective
increments or decrements of rent after re-appraisement.

is the capital sum which the lease, subject to the terms and
conditions upon which it is granted, might be expected torealize if offered for sale on reasonable terms, assuming that
the improvements (if any) thereon had not been made and
that the lease had an unexpired term of ninety-nine years

at the time of sale, and leaving out of consideration any
"(4 . ) The unimproved capital value of land in the City Area held otherwise than as mentioned in the last preceding sub-section is the capital sum which a lease of land for ninety-nine years for residential purposes under the City Area Leases Ordinance 1924-1929 might be expected to realize if offered for sale on reasonable terms, assuming that the improvements (if any) thereon had not been made, and leaving out of consideration any rent payable in respect of the land other than prospective increments or decrements of rent after re-appraisement.
" (5 . ) If, in determining the value of any land for the purpose of the last two preceding sub-sections, the freehold value of any land outside the Territory is taken into account, regard shall be had to the difference of tenure.' ' .
4.— (1.) After section six of the Principal Ordinance, the following section is inserted :—

" 6 A . Notwithstanding anything contained in this Ordinance, by, or used in connexion with, any certified school under the Education Ordinance 1928-1930, including any playground belonging to, or used in connexion with, any such school, shall be exempted from payment of any general rate and lighting rate made and levied under section ten of this Ordinance.''.
