Traffic Manager, and the Locomotive Engineer. Meetings of such Board shall be convened by and presided over by the Commissioner, and shall be held not less than once a month; and minutes of the proceedings of such Board shah be forwarded every month to the Minister.

&wing clause. 7. Nothing herein contained, or hereby implied, shall invalidate anything done by the Commissioners before the first day of June, one thousand eight hundred and ninety-five.
