1. Name of Determination

This Determination is the Radiocommunications (Transmitter Licence Tax) Amendment Determination 2014 (No.1).

1. Commencement

This Determination commences on the day after it is registered.

Schedule 1 amends the Radiocommunications (Transmitter Licence Tax) Determination 2003 (No. 2) [F2014C00136].

701      Licences

This Part applies to:

(a)        a licence that relates to a service specified in item 702; and

(b)the licences specified in item 703.

703      PMTS Class B licences in the 700 MHz band

(1)        This item applies to a PMTS Class B licence (700 MHz PMTS Class B licence) operating in the frequency ranges:

(a)    703-733 MHz;

(b)   758-788 MHz.

(2)        The amount of tax for a 700 MHz PMTS Class B licence is $0.07 for each paired MHz of spectrum in which the licence authorises operation, multiplied by the total population of the HCIS area for the licence.  

(3)        In this item:

ASMG block means a grouping of ASMG cells, identified by an HCIS identifier.

Note        In the ASMG, these blocks are identified by the terms HCIS Levels 2, 3 and 4.

ASMG cell means a five minute of arc square cell in the ASMG, identified by an HCIS identifier.

Note        In the ASMG, these cells are identified by the term HCIS Level 1.

Australian Spectrum Map Grid (ASMG) means the Australian Spectrum Map Grid 2012, published by the ACMA and existing at the time this item commences.

Note        The ASMG can be accessed on the ACMA website:

hierarchical cell identification scheme (HCIS) identifier means a unique identifier used to describe a geographic area in the ASMG.

total population of the HCIS area means the sum of the population of each ASMG cell and each ASMG block specified in the licence, and listed in the Hierarchical Cell Identification Scheme (HCIS) - List of Population Data, published by the ACMA and existing at the time this item commences.

Note        The Hierarchical Cell Identification Scheme (HCIS) - List of Population Data is available on the ACMA website: The document identifies ASMG cells and ASMG blocks using the HCIS identifiers. The population data is based on the population figures published by the Australian Bureau of Statistics in the 2011 Census of Population and Housing.

(4)        This item ceases to have effect at the end of 31 December 2014.
