Radiocommunications (Certificates of Proficiency) Regulations (Cth)

“authorised person” means a person authorised in writing by the Minister for the purposes of the provision in which that expression appears;
“certificate” means a certificate of proficiency;
“examination” means an examination in relation to an application for a certificate;
“Secretary” means the person for the time being occupying, or acting in, the office the holder of which is, under the
Public Service Act 1922, the Secretary of the Department;“station” has the same meaning as in the Radiocommunications (Licensing and General) Regulations;
“the Act” means the
“the Telecommunication Convention” means the International Telecommunication Convention done at Nairobi on 6 November 1982.
(a) in the case of a Restricted Operator’s Examination in radiotelegraphy—
(i) a practical knowledge of the working and adjustment of any type of radiotelegraph installation specified by the Secretary by instrument in writing;
(ii) ability to send correctly, and to receive correctly by ear, in Morse code, a message in plain language at a speed of 10 words per minute;
(iii) a knowledge of the regulations for the time being in force under the Telecommunication Convention relating to the exchange of radiotelegraph communications, to interference and to the Distress, Urgency, Alarm and Safety Signals; and
(iv) a knowledge of the precautions necessary for the safety of an installation referred to in sub-paragraph (i);
(b) in the case of a Restricted Operator’s Examination in radiotelephony—
(i) a practical knowledge of the working and adjustment of any type of radiotelephone installation specified by the Secretary by instrument in writing;
(ii) ability to send and receive correctly messages by radiotelephone;
(iii) a knowledge of the regulations for the time being in force under the Telecommunication Convention relating to the exchange of
radiotelephone communications, to interference and to the Distress, Urgency, Alarm and Safety Signals; and
(iv) a knowledge of the precautions necessary for the safety of an installation referred to in sub-paragraph (i);
(c) in the case of a Restricted Operator’s Examination in both radiotelegraphy and radiotelephony- the matters specified in paragraphs (a) and (b).
(a) a knowledge of the principles of electricity and of radiocommunication;
(b) a knowledge of such of—
(i) the regulations for the time being in force under the Telecommunication Convention; and
(ii) the provisions of the Act and any regulations made under the Act,
as relate to the operation of an amateur station (unrestricted);
(c) ability to send correctly, and to receive correctly by ear, in Morse code, a message in plain language at a speed of 10 words per minute.
(a) a knowledge of the principles of electricity and of radiocommunication;
(b) a knowledge of such of—
(i) the regulations for the time being in force under the Telecommunication Convention; and
(ii) the provisions of the Act and any regulations made under the Act,
as relate to the operation of an amateur station (limited).
(a) an elementary knowledge of the principles of electricity and of radiocommunication;
(b) a knowledge of such of—
(i) the regulations for the time being in force under the Telecommunication Convention; and
(ii) the provisions of the Act and any regulations made under the Act,
as relate to the operation of an amateur station (novice);
(c) ability to send correctly, and to receive correctly by ear, in Morse code, a message in plain language at a speed of 5 words per minute.
(a) the time and place of the examination; and
(b) the fee payable in respect of the examination and the time within which the fee is payable.
(a) is required to undertake an examination in relation to the application;
(b) has paid the relevant fee referred to in sub-regulation (2) in respect of the examination; and
(c) does not undertake the examination,
the applicant is not entitled to a refund in respect of the whole or any part of that fee.
(a) of the result of the examination; and
(b) that, except in the case of an examination referred to in sub-item 1 (c) or 3 (c) in Part II of Schedule 2, the applicant is entitled, within the period of 28 days after the day on which the notice is given, to apply in
writing to the Secretary for a reassessment of the result of the examination.
(a) to make the reassessment; and
(b) as soon as practicable after making the reassessment, to give notice in writing to the applicant of the result of the reassessment.
(a) in the case of a telegraphy (receiving) examination or an examination requiring answers to be in an essay form—$10; or
(b) in the case of an examination requiring multiple-choice answers $5.
