THE GOVERNOR-GENERAL of the Commonwealth of Australia, acting with the advice
of the Federal Executive Council, hereby make the following Regulations under
the

(a) by omitting from sub-regulation (1) the definitions of “authority” and “exempt exporter”;
(b) by omitting from paragraph (2) (a) “consignment” (twice occurring) and substituting “shipment”;
(c) by omitting sub-regulations (3) and (4); and
(d) by omitting from sub-regulation (6) “consignment” (wherever occurring) and substituting “shipment”.

(b) by omitting from sub-regulation (5) “under this Part” and substituting “in respect of services”;
(c) by omitting from paragraph (6) (a) “accordance with this Part” and substituting “respect of a service”;
(d) by omitting from paragraph (6) (b) “accordance with this Part” and substituting “respect of a service or services”; and
(e) by omitting from sub-regulation (6) “accordance with this Part” (last occurring) and substituting “respect of a service”.
(a) by omitting from sub-regulation (1) the definitions of “applicable fee”, “consignment” and “declaration” and substituting the following definition:
“ ‘determination’ means the determination in force under section 86e of the Act on 1 October 1986 that determines fees for the purposes of this regulation;”;
(b) by omitting “consignment” from paragraphs (a), (b) and (c) of the definition of “service” in sub-regulation (1) and substituting “shipment”;
(c) by adding at the end of sub-regulation (1) the following definition:
“; ‘shipment’ means—
(a) a single animal, being a bird or mammal, proposed for export; or
(b) 2 or more animals, being birds or mammals included in a single class of animals specified in an item in the determination, that an exporter proposes to export at the same time on one vessel”;
(d) by omitting sub-regulation (2);
(e) by omitting from sub-regulation (3) “shipment” (twice occurring) and substituting “loading”;
(f) by omitting from sub-regulation (3) “consignment” (twice occurring) and substituting “shipment”;
(g) by omitting from sub-regulation (4) “consignment” (twice occurring) and substituting “shipment”; and
(h) by omitting sub-regulations (5) to (11) (inclusive).
(a) by omitting from sub-regulation (1) the definitions of “applicable fee” and “consignment” and substituting the following definition:
“ ‘determination’ means the determination in force under section 86e of the Act on 1 October 1986 that determines fees for the purposes of this regulation;”;
(b) by omitting “consignment” from paragraphs (a), (b) and (c) of the definition of “service” in sub-regulation (1) and substituting “shipment”;
(c) by adding at the end of sub-regulation (1) the following definition:
“; ‘shipment’, means—
(a) a single animal, other than a bird or mammal, proposed for export; or
(b) 2 or more animals, other than birds or mammals, included in a single class of animals specified in an item in the determination, that an exporter proposes to export at the same time on one vessel”;
(d) by omitting from sub-regulation (2) “consignment” and substituting “shipment”;
(e) by omitting from sub-regulation (3) “consignment” (twice occurring) and substituting “shipment”; and
(f) by omitting sub-regulations (4), (5) and (6).
(a) by omitting “that regulation” from the definition of “applicable fee” in sub-regulation (1) and substituting “the determination under section 86e of the Act specified in the definition of ‘determination’ in sub-regulation (1) of the regulation under which the service is provided”;
(b) by omitting “consignment” (twice occurring) from the definition of “export certificate” in sub-regulation (1) and substituting “shipment”;
(c) by omitting sub-regulation (2) and substituting the following sub-regulation:
“(2) Where a quarantine officer has provided a service relating to a shipment for a person who was not, at the time of the completion of the service, a recognised exporter, the officer shall not issue to that person the export certificates relating to that shipment before the applicable fee in respect of that service has been paid.”;
(d) by omitting from sub-regulation (3) “consignment” (twice occurring) and substituting “shipment”;
(e) by omitting from sub-regulation (4) “consignment” and “twenty-second” and substituting “shipment” and “twenty-eighth” respectively;
(f) by omitting from sub-regulation (5) “twenty-second” and substituting “twenty-eighth”;
(g) by omitting from sub-regulation (7) “consignment” and substituting “shipment”; and
(h) by omitting sub-regulation (10).

(b) by omitting paragraph (1) (c).
