STATUTORY RULES.

REGULATIONS UNDER THE QUARANTINE ACT 1903-1924.
I, THE GOVERNOR-GENERAL in and over the
Commonwealth of Australia,
acting with the advice of the Federal Executive Council, hereby make the following Regulations
under the

Quarantine (Air Navigation) Regulations.
“authorized aerodrome” means a Customs or other aerodrome, specified by the competent authority of the country in which it is situated as one on which aircraft may make their first landing on entering that country or from which they may depart on leaving that country;
“master”, in relation to an oversea vessel, means the person in charge or command of that vessel;
“oversea vessel” means any vessel used in navigation by air from any place outside Australia to any place in Australia; and
“the Act” means the
Quarantine Act 1908-1924.
(2) In these Regulations, any reference to a Form shall be read as a reference to a Form contained in the Schedule to these Regulations.
(
a ) the registered marking of the vessel and the date and time at which he expects to arrive in Australia, and(
b ) the name of the last port or place outside Australia at which the vessel called or touched.

(2.) The message shall be sent from such place and at such time that it will, in the ordinary course of events, be received at the place to which it is addressed at least three hours before the arrival of the vessel in Australia.
(3.) The message shall be addressed to the Administrator Darwin in the case of a vessel intended to land at Darwin, and in the case of a vessel intended to land at a place other than Darwin, the message shall be addressed to the postmaster or officer in charge of the post office at that place.
(2.) The certificate shall be in accordance with Form B.
(2.) The certificate shall be in accordance with Form C, and shall be signed by an officer of the Health Department of the country in which the certificate is given, and shall specify the office held by the person signing the certificate;
(3.) For the purposes of this regulation a person shall be deemed to be adequately immune from small-pox if he has had a previous attack of small-pox, or if he has been vaccinated within the last three years before the date of the certificate, and has, to the personal knowledge of the certifying officer, shown signs of early reaction signifying adequate immunity.
(4.) Any person who fails to produce the certificate referred to in sub-regulation (1.) of this regulation, shall submit to being vaccinated, and shall be vaccinated, at the first landing place in Australia.
11.—(1.) The master of every oversea vessel shall, on arrival at the first landing place in Australia, and at each landing place subsequently called at for which pratique is not held, cause his vessel to come to a stop at or near a spot (marked by a signal) on the proclaimed landing place and shall remain there until pratique has been granted.
(2) The signal referred to in the last preceding sub-regulation shall be—
(
a ) from sunrise to sunset, the flag known as flag Q, being a yellow flag of sis breadths of bunting; and(
b ) from sunset to sunrise, three lights (two red and one white) of such a character as to be visible on a clear night by any vessel from a distance of two miles, and placed at distances of 6 feet apart in the form of an equilateral triangle.
(2.) The undertaking shall be in accordance with Form E.
(3.) Any person who neglects or fails to carry out any undertaking given by him in pursuance of sub-regulation (1) of this regulation shall be guilty of an offence.
Penalty: Fifty pounds.
