12. (1) Where any appropr ia t ion or balance of an appropr ia t ion made out of the Public Works Fund or the Closer Settlement F u n d by any Act passed two years or longer before the close of any financial year (whether such Act was passed before or after me commencement of this Act) remains unapplied at the close of such year, such appropria- tion or balance of such appropr ia t ion shall t he reupon lapse.

(2) Any moneys so appropr ia ted shall, to the extent to which the appropr ia t ion thereof lapses under ihis section, remain in the Pub l ic Works Fund or the Closer Settlement Fund, as the ease may he, and may be made available therefrom as in this Act provided.
