REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922, hereby makes, subject to the approval of the Governor-General, the following Regulations.

PART II

1. In this Part—

“ college of advanced education ” means a college of advanced education within the meaning of the Tertiary Education Commission Act 1977;

“ degree of a prescribed institution ” means a degree of an Australian university or a degree of an Australian college of advanced education or an award of an overseas educational institution that is of a standard at least equal to the standard of a degree conferred by an Australian university;

“ diploma of a prescribed institution ” means a diploma of an Australian university or a diploma of an Australian college of advanced education or of an overseas university that is of a standard at least equal to the standard of a diploma of an Australian university.

2. A reference in this Part to a diploma, in relation to an institution, shall be read as including a reference to any other award granted by that institution that is similar to a diploma.

3. Where—

(a) an officer of the Third Division has been admitted, or is eligible to be admitted, to a degree of a prescribed institution; and

(b) salary is payable to the officer at a rate less than the appropriate rate in relation to that officer, the officer shall, subject to this Part, be paid an allowance at a rate equal to the difference between those rates.

4. Subject to clause 5, for the purpose of clause 3, the appropriate rate, in relation to an officer who has been admitted, or is eligible to be admitted, to a degree of a prescribed institution, being a degree included in a class of degrees specified in column 2 of the table in this clause in an item in that table, is the rate specified in column 3 of that table in that item.

5. For the purpose of this Part, where—

(a) an officer has been admitted, or is eligible to be admitted, to a degree of a prescribed institution, being a degree included in the class of degrees specified in column 2 of the table in clause 4 in item 5 in that table;

(b) the officer has been admitted, or is eligible to be admitted, to a further degree of a prescribed institution, being a degree included in that class of degrees or has received, or is eligible to receive, a diploma of a prescribed institution; and

(c) the periods of the courses for the first-mentioned degree and the other degree or the diploma aggregate not less than 4 years,

the appropriate rate, in relation to that officer, is the rate specified in column 3 of that table in item 4 in that table.

6. For the purpose of clause 3 of this Part, the salary of an officer includes any allowance payable to the officer under regulation 87 of the Public Service Regulations.

Apprentice

Apprentice Electrical Tradesman

Apprentice Tradesman (Radio)

1. An officer who obtains a pass in each of the subjects at an examination for apprentices held at the end of a year of a course of training shall be paid an allowance at the rate of $52 in respect of the period of 12 months commencing on the beginning of the first pay period commencing in January in the next succeeding year.

2. In addition to the allowance specified in clause 1 an officer shall, if the total of the marks awarded to the officer at that examination is not less than 75 per cent of the total marks it was possible to award at that examination, be paid an allowance at the rate of $52 in respect of the period of 12 months commencing on the beginning of the first pay period commencing in January in the next succeeding year.

Assistant (Mint), Grade 1

Assistant (Mint), Grade 2

An officer shall, for each day or portion of a day while the officer is engaged in driving a fork lift, be paid an allowance equal to the difference between the salary of the officer and the salary which would be payable to the officer from time to time if the scale of rates of the salary payable to the officer were $8,143– 8,250–8,355.

Assistant Photographer

An officer who—

(a) has completed 2 years' service in the office of Assistant Photographer;

(b) has performed efficiently all duties of that office; and

(c) has not attained the age of 21 years, shall be paid an allowance at the rate of $873.

Boatman

1. An officer who holds a Master's Certificate, Rivers and Harbours, issued in accordance with the law of a State or Territory, shall be paid an allowance at the rate of $74.

2. An officer who holds an Engine Driver's Certificate, issued in accordance with the law of a State or Territory, shall be paid an allowance at the rate of $74.

Canteen Assistant

An officer shall, while employed as first assistant to the Food Service Manager, Grade 3, Department of Veterans' Affairs, New South Wales or Victoria, be paid an allowance equal to to the difference between the salary of the officer and the salary which would be payable to the officer from time to time if the scale of rates of salary payable to the officer were $7,684–7,807–7,917.

Card Punch Operator, Grade 1

An officer shall be paid an allowance at the rate of $188 on passing a test conducted by or on behalf of the Board for the purpose of this clause.

Clerical Assistant, Grade 3

An officer who is performing the duties of an office in the Department of Health or the Department of Veterans' Affairs, shall be paid an allowance at the rate of $72 per annum for each day on which the officer is employed solely on checking medical prescriptions in respect of treatment the cost of which is paid under the Repatriation Act 1920.

An officer who is certified fay his supervise the operation of, radio weather information (including supervisor as competent to operate, and is required either to operate or to facsimile machines and ancillary equipment used for the transmission of the control and tuning of the accompanying radio link) shall be paid an allowance at the rate of $262

Darkroom Operator, Grade 1

An officer who—

(a) has completed 2 years' service in an office of Darkroom Operator, Grade 1, or Assistant Photographer;

(b) has performed efficiently the duties of the office of Darkroom Operator, Grade 1, or Assistant Photographer; and

(c) has not attained the age of 21 years, shall be paid an allowance at the rate of $873.

Data Processing Operator, Grade 1

An officer shall be paid an allowance at the rate of $374 on passing a test conducted by or on behalf of the Board for the purpose of this clause.

Electrical Technical Officer, Grade 1

An officer shall be paid an allowance at the rate of $290 while in administrative control of the airport at which the officer is employed.

Electrical Technical Officer, Grade 2

Flight Service Officer, Grade 3

An officer shall be paid an allowance at the rate of $290 while in administrative control of the airport at which the officer is employed.

Flight Service Officer, Grade 4

Food Processor, Grade 1

An officer who is in receipt of salary at a rate less than $7,400 shall, while engaged in experimental cooking, in the weighing of ingredients or in freeze drying, be paid an allowance at the rate equal to the difference between the rate at which salary is payable to the officer and $7,400.

Fork Lift Driver

An officer shall, for each day or portion of a day while the officer is engaged in driving a fork lift with lifting capacity in excess of 10,000 pounds, be paid an allowance equal to the difference between the salary of the officer and the salary which would be payable to the officer' from time to time if the scale of rates of the salary of the officer were $8,077–8,186–8,293.

Laundry Manager—Repatriation General Hospital, Heidelberg

An officer shall be paid an allowance at the rate of $753 while performing duty as Laundry Consultant to Head Office, Department of Veterans' Affairs.

Limb Maker and Fitter

1. An officer who—

(a) has passed all parts of the examination for the award of the Departmental Certificate in Prosthetics the passing of which ordinarily constitutes the completion of the first stage of the course;

(b) is in receipt of salary at a rate less than $8,980; and

(c) is not in receipt of an allowance under clause 3,

shall be paid an allowance at the rate of $86.

Master of Launch — Department of Transport

An officer who is performing the duties of a leading hand shall be paid an allowance at the rate of $303.

Matron, Grades 1 to 7

An officer who holds the diploma in Nursing Administration of the College of Nursing, Australia, or of the New South Wales College of Nursing, shall be paid an allowance at the rate of $312.

Matron, Grade 7—Repatriation General Hospital, Concord

An officer shall be paid an allowance at the rate of $714 while performing duty as Nursing Adviser to the Central Office of the Department of Veterans' Affairs.

Mechanic (Maritime Aids)

An officer shall be paid an allowance at the rate of $426 during such time as the officer is absent from headquarters on duties entailing inspection, maintenance and installation of plant and equipment, and control of working parties, without immediate direction or supervision.

Nurse (Male)

1. An officer shall be paid an allowance at the rate of $532 while in charge of an operating theatre.

Sister

2. Subject to clause 3, an officer shall be paid an allowance—

(a) at the rate of $312 in respect of each post-graduate nursing certificate of the College of Nursing, Australia, or of the New South Wales College of Nursing, held by the officer, where the officer performs duties of the kind to which the certificate relates; and

(b) at the rate of $156 in respect of each post-graduate nursing certificate, being a certificate (other than a certificate issued by a college referred to in sub-clause (a)) recognized by the Board having regard to the nature of the training in respect of which the certificate was issued, where the officer performs duties of the kind to which the certificate relates.

3. The maximum rate at which an allowance is payable under clause 2 is $624 per annum.

Orderly Supervisor, Grade 1

An officer, other than an officer of the Department of Social Security, who holds a Certificate of the Australian Society of Anaesthetic and Operating Theatre Technicians and performs duties of the kind to which the certificate relates, shall be paid an allowance at the rate of $55.

Orderly Supervisor, Grade 2

Post Mortem Assistant

An officer who holds a Diploma in Mortuary Hygiene and Technology awarded by the Royal Institute of Public Health and Hygiene, London, shall be paid an allowance at the rate of $104.

Preventive Officer

An officer shall, while responsible for the care, training and control of a dog used in the detection of narcotic drugs, be paid an allowance at the rate of $192.

Quarantine Assistant, Grade 1

1. An officer who holds a Master's Certificate, Rivers and Harbours, issued in accordance with the law of a State or Territory, shall be paid an allowance at the rate of $74.

Quarantine Assistant, Grade 2

Quarantine Assistant, Grade 3

2. An officer who holds the qualifications determined by the Board under section 53 of the Act to be the qualifications for transfer or promotion to an office of Quarantine Inspector shall be paid an allowance at the rate of $186.

Quarantine Assistant, Grade 4

An officer who holds the qualifications determined by the Board under section 53 of the Act to be the qualifications for transfer or promotion to an office of Quarantine Inspector shall be paid an allowance at the rate of $186.

Radio Technical Officer, Grade 2

An officer shall be paid an allowance at the rate of $290 while in administrative control of the airport at which the officer is employed.

33

Seaman (Able Bodied)

1. An officer who is qualified, and required as a function of the office, to service and operate the LARC-V (Amphibious Resupply Cargo Lighter) shall be paid an allowance at the rate of $269.

2. An officer while performing duty as first assistant to the Boatswain on the M.V. Cape Pillar shall be paid an allowance at the rate of $269.

An officer shall be paid an allowance at the rate of $290 while in administrative control of the airport at which the officer is employed.

Senior Electrical Tradesman

An officer shall be paid an allowance at the Tate of $290 while in administrative control of the airport at which the officer is employed.

Senior Mechanic (Civil Aviation)

An officer shall be paid an allowance at the rate of $290 while in administrative control of the airport at which the officer is employed.

37

Senior Nurse (Male)

1. An officer shall be paid an allowance at the rate of $798 while in charge of 3 or more operating theatres.

Senior Sister

2. An officer shall be paid an allowance at the rate of $321 while in charge of a ward provided with staff for 55 or more patients.

3. An officer shall be paid an allowance at the rate of $798 while in charge of the Central Sterilizing Department, at the Repatriation General Hospital, Concord, Heidelberg or Greenslopes, or at the Darwin Hospital.

4. An officer shall be paid an allowance at the rate of $532 while employed as Evening Superintendent.

5. An officer shall be paid an allowance at the rate of $798 white employed as Night Superintendent.

6. An officer shall be paid an allowance at the rate of $1,011 while in charge of the Outpatients' Clinic, Department of Veterans' Affairs, at Sydney or Melbourne.

7. Subject to clause 8, an officer shall be paid an allowance—

(a) at the rate of $312 in respect of each post-graduate nursing certificate of the College of Nursing, Australia, or of the New South Wales College of Nursing, held by the officer, where the officer performs duties of the kind to which the certificate relates; and

(b) at the rate of $156 in respect of each post-graduate nursing certificate (other than a certificate issued by a College referred to in sub-clause (a) ) recognized by the Board having regard to the nature of the training in respect of which the certificate was issued, where the officer performs duties of the kind to which the certificate relates.

8. The maximum rate at which an allowance is payable under clause 7 is $624 per annum.

9. An officer shall be paid an allowance at the rate of $532 while occupying the position of Senior Sister in the Department of Social Security, Rehabilitation Centre, at Kingsholme, Queensland, or St.Margarets, South Australia or Melville, Western Australia.

10. An officer shall be paid an allowance at the rate of $1,064 while occupying the position of Senior Sister in the Department of Social Security, Rehabilitation Centre, at Maryport, Victoria.

11. An officer shall be paid an allowance at the rate of $1,809 while occupying the position of Senior Sister in the Department of Social Security, Rehabilitation Centre, at Mt. Wilga, New South Wales.

13. An officer shall be paid an allowance at the rate of $350 while in charge of 2 operating theatres at a hospital in the Department of Health, Northern Territory.

14. An officer shall be paid an allowance at the rate of $350 while in charge of the Obstetric Unit at the Darwin Hospital.

Senior Tutor Sister, Grade 1

An officer who holds the Diploma in Nursing Administration of the College of Nursing, Australia, or of the New South Wales College of Nursing, shall be paid an allowance at the rate of $312.

Senior Tutor Sister, Grade 2

Sister (Industrial)

An officer shall, while occupant of the office of Sister (Industrial) in the Department of Health located at the Ordnance Factory, Maribyrnong, and vested with responsibility for she supervision of nursing staff and for other administrative matters associated with the Munitions Medical Staff in the Melbourne Metropolitan area, be paid an allowance at the rate of $1,180.

An officer shall be paid an allowance at the rate of $441 while in charge of 3 or more officers or employees.

Technician-in-training (Electrical)

An officer shall, if She total of the marks awarded to the officer at an examination for Technicians-in-training held at the end of a year of the officers' course of training is not less than 75 percent of the total marks it was possible to award at that examination, be paid an allowance at the rate of $52 in respect of the period of 12 months commencing on the beginning of the first pay period commencing in January of the next succeeding year.

Teleprinter Operator

An officer who has passed a test conducted by or on behalf of the Board in the operational procedures appropriate to the section in which the officer is employed shall be paid an allowance at the rate of $188.

Tutor Nurse (Male)

1. Subject to clause 2, an officer who does not possess either the Diploma in Nursing Education of the College of Nursing, Australia, or the Sister Tutor Diploma of the New South Wales College of Nursing shall be paid an allowance—

Tutor Sister

(a) at the rate of $312 in respect of each post-graduate nursing certificate of the College of Nursing, Australia, or of the New South Wales College of Nursing, held by the officer, where the officer performs duties of the kind to which the certificate relates; and

(b) at the rate of $156 in respect of each post-graduate nursing certificate (other than a certificate issued by a college referred to in sub-clause (a) ) recognized by the Board having regard to the nature of the training in respect of which the certificate was issued, where the officer performs duties of the kind to which the certificates relates.

2. The maximum rate at which an allowance is payable under clause 1 is $624 per annum.

1. An officer who is not entitled to an allowance under clause 2 and—

(a) has passed a test conducted by or on behalf of the Board in typing at the rate of 50 words per minute and in typing letters and documents with due regard to punctuation and form; or

(b) is employed full time on the operation of a Varityper or I.B.M. Composer and has passed a test conducted by or on behalf of the Board for the purpose of this sub-clause, shall be paid an allowance at the rate of $ 188.

2. An officer whose highest shorthand speed in words per minute at which the officer has passed a test conducted by or on behalf of the Board in writing shorthand is specified in column 2 of the table in this clause in an item in that table shall be paid an allowance at the rate specified in column 3 of that table in that item.

An officer shall be paid an allowance at the rate of $188 on passing a test conducted by or on behalf of the Board in writing shorthand at a speed of 120 words per minute and in correctly transcribing that shorthand.

An officer who is required to use a motor vehicle in the performance of the duties of the position occupied by the officer shall be paid an allowance at the rate of $295.
