Regulations 121 to 136a (inclusive) of the Public Service Regulations are repealed and the following regulations substituted:
“121. In this Part—
‘applicant’ means a person whose name is included in the register; and
‘register’ means the register of applicants for temporary employment referred to in sub-section 82 (2) of the Act.
“122. (1) Subject to regulation 124, the register shall consist of applications for temporary employment made in such form as the Board from time to time directs.
“(2) For the purposes of sub-regulation (1), the register shall consist of such parts, and shall be kept at such places, as are determined by the Board.
“123. (1) The Board, in selecting persons for temporary employment from the register in accordance with sub-section 82 (2) of the Act, shall consider—
(a) the location, nature and expected duration of the temporary employment;
(b) the qualifications and experience of the applicants;
(c) the eligibility of the applicants for appointment as officers;
(d) the length of time the names of the applicants have been included in the register; and
(e) any other factor relevant to the suitability of the applicants for the temporary employment.
“(2) Where, under sub-section 82 (2) of the Act, 2 or more applicants appear to the Board to be best qualified for the work, preference shall be given to any applicant who is a Returned Soldier.
“124. (1) Where, in relation to an application, a person—
(a) accepts or declines an offer of temporary employment;
(b) does not reply, within the time fixed by the notification for that reply, to notification of his selection for temporary employment;
(c) has not received, during any period of 6 months when his name has been included in the register, any offer of temporary employment; or
(d) requests that the application be removed from the register,
the register shall not include that application of that person.
“(2) Paragraph (1) (c) does not apply where an applicant requests, before the expiry of any period referred to in that paragraph, that his name be included in the register for a further period of 6 months.
“125. Subject to the Act and these Regulations, an employee has, in addition to the obligations expressly imposed on him by these Regulations, the obligations that are imposed by these Regulations on an officer”.
