REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922–1951.*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922–1951, hereby makes, subject to the approval of the Governor-General, the following Regulations.

Amendments of the Public Service Regulations. 

1. Parts IV., V., and VI. of the Public Service Regulations are repealed and the following Parts inserted in their stead:—

“Part IV.—Officers of the Second Division.

Salaries of officers of the Second Division.

“104.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Second Division is, subject to this regulation, that rate or scale of rates specified in Table A or Table B in this sub-regulation which is applicable to the office by virtue of its classification.

“(2.) Where a female officer occupies an office in the Second Division in respect of which the rate of annual salary applicable to that office by virtue of its classification is a rate specified in Table A in the last preceding sub-regulation, the rate payable to the female officer in respect of that office is £105 less than the rate so specified.

“(3.) Where a female officer occupies an office in the Second Division in respect of which the scale of rates of annual salary applicable to that office by virtue of its classification is a scale of rates specified in Table A in sub-regulation (1.) of this regulation, the rates payable to the female officer in respect of that office are each £105 less than the rates so specified.

“Part V.—Officers of the Third Division.

Salaries of officers of the Third Division.

“105.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Third Division is, subject to this regulation, that rate or scale of rates specified in Table A or Table B in this sub-regulation which is applicable to the office by virtue of its classification.

“(4.) The maximum of the scale of annual salary payable to an officer who occupies an office in the Third Division shall not be less than £620 in the case of a male officer or less than £515 in the case of a female officer.

“(5.) Where a female officer occupies an office in the Third Division in respect of which the rate of annual salary applicable to that office by virtue of its classification is a rate specified in Table A in sub-regulation (1.) of this regulation, the rate payable to the female officer in respect of that office is £105 less than the rate so specified.

“(6.) Where a female officer occupies an office in the Third Division in respect of which the scale of rates of annual salary applicable to that office by virtue of its classification is a scale of rates specified in Table A in sub-regulation (1.) of this regulation, the rates payable to the female officer in respect of that office are each £105 less than the rates so specified.

“(7.) The minimum rate of annual salary payable to an officer, appointed under section 36a of the Act or appointed to an office in the Third Division, who is a graduate of an Australian University or a University approved by the Board for this purpose is—

(a) in the case of an officer who has not attained the age of twenty-one years—

“(8.) The rate of annual salary and the scale of rates of annual salary payable to an officer of the Third Division who occupies an office of Postal Clerk or Telegraphist shall be the annual salary or the

scale of rates of annual salary specified for the office of Postal Clerk or Telegraphist, as the case may be, in the Fourth Schedule to these Regulations.

Allowances in addition to salary.

“105a.—(1.) An officer whose is engaged, at such post offices as the Board determines, on the regular exchange of duties with the Supervisor in charge of the evening staff for one day in three, or one week in three, shall, with the approval of the Chief Officer, be paid an allowance to increase his standard salary—

(a) if relieving a Supervisor (Telegraphs), Grade 1—to the minimum standard salary of a Supervisor (Telegraphs), Grade 1; or

(b) if relieving a Supervisor (Telegraphs), Grade 2—to the standard salary of a Supervisor (Telegraphs), Grade 1, who has been granted one increment over the minimum standard salary of a Supervisor (Telegraphs), Grade 1.

“(2.) Where the officer next in seniority to the Postmaster or the Supervisor, as the case may be, at a station to which this sub-regulation applies, is in receipt of salary, including any allowance payable under sub-regulation (4.) of this regulation, less than the equivalent of the maximum salary of the office of Telegraphist in the Fourth Division plus an amount equal to the amount of the last increment payable within the scale of rates of annual salary of a Fourth Division Telegraphist, the Chief Officer may, upon satisfactory evidence of competency to attend to repeaters in the absence of the Postmaster or the Supervisor in charge, grant an allowance to that officer at the rate of £18 per annum.

“(3.) The last preceding sub-regulation applies to the following stations:—

Mount Surprise, Queensland; Alice Springs and Maree, South

 Australia; and Mullewa and Marble Bar, Western Australia.

“(4.) A Telegraphist who has passed the examination for promotion to an office of Senior Telegraphist may, with the approval of the Chief Officer, be paid an allowance at the rate of £12 per annum until he is promoted to a higher office.

“(5.) A. Telegraphist in the Third Division upon passing an examination approved by the Board for the purposes of this sub-regulation shall be paid an allowance at the rate of £18 per annum in addition to the rate of salary payable to him under these Regulations.

“Part VI.—Officers of the Fourth Division.

Salaries of officers of the Fourth Division.

“106.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office specified in the second column of the Fourth Schedule to these Regulations is, subject to this regulation, the rate of annual salary or the scale of rates of annual salary specified in the fifth column of that Schedule opposite to the designation of the office occupied by the officer.

“(2.) Where an annual rate of salary according to age is specified in the fifth column of the Fourth Schedule to these Regulations opposite to the designation of an office specified in the second column of that

Schedule, the annual salary payable to an officer who occupies such an office and is of an age specified in the fifth column of that Schedule is the rate specified in that column for that age.

“(3.) Where a female officer occupies an office specified in Part I. of the Fourth Schedule to these Regulations, being an office opposite to the designation of which an annual rate of salary (not being an annual rate of salary according to age) is specified in the fifth column of that Schedule, the annual rate of salary payable to the female officer in respect of that office is £105 less than the rate so specified.

“(4.) Where a female officer occupies an office specified in Part I. of the Fourth Schedule to these Regulations, being an office opposite to the designation of which a scale of rates of annual salary is specified in the fifth column of that Schedule, the rates payable to the female officer in respect of that office are each £105 less than the rates so specified.

“(5.) Where a Department or a section of a Department is not specified in the third or fourth columns of the Fourth Schedule to these Regulations opposite to the designation of an office, the rate of annual salary or the scale of rates of annual salary payable to an officer occupying an office of that designation in a Department or section of a Department is the rate or scale of rates specified in the fifth column of that Schedule opposite to that designation.

Allowances payable to certain officers in the Fourth Division.

“106aa. An officer who occupies an office specified in the first column of the Fifth Schedule to these Regulations and has the qualifications, or complies with the conditions relating to an allowance specified in the second column of that Schedule opposite to the designation of his office shall be paid an allowance at the rate specified in that column in respect of those qualifications or conditions.”.

The Fourth Schedule.

2. The Fourth Schedule to the Public Service Regulations is repealed and the following Schedule inserted in its stead:—

The Fifth Schedule.

3. The Fifth Schedule to the Public Service Regulations is amended—

(a) by inserting, after the designation of the office of “Compositor, Printing Branch, Department of the Treasury”, and the allowances specified opposite to that office, the following designation of office and allowances:—

“Excise Officer, Grade 2

1. He shall be paid an allowance at the rate of £24 per annum, if—

(a) he has completed twelve months’ service to the satisfaction of the Chief Officer on the maximum salary of the office of Excise Officer, Grade 2; and

(b) he occupied an office of Excise Officer or Excise Locker on the first day of August, 1941”;

(b) by omitting sub-paragraph (a) of paragraph 1 of the allowances specified in the second column of that Schedule opposite the designation of the office of “Senior Technician (Telecommunications)” and inserting in its stead the following sub-paragraph:—

“(a) he is employed at—

(i) a carrier repeater station;

(ii) a carrier terminal station;

(iii) a trunk line testing station;

(iv) a telegraph repeating station;

(v) a chief telegraph office on telegraph maintenance duties;

(vi) a national broadcasting station; or

(vii) an overseas radio terminal;”;

(c) by omitting sub-paragraph (a) of paragraph 1 of the allowances specified in the second column of that Schedule opposite the designations of the offices of “Supervising Technician, Grade 1, Supervising Technician, Grade 2, Supervising Technician, Grade 3, Supervising Technician, Grade 4, Supervising Technician, Grade 5, Supervising Technician, Grade 6, Supervising Technician, Grade 7” and inserting in its stead the following sub-paragraph:—

“(a) he is employed at—

(i) a carrier repeater station;

(ii) a carrier terminal station;

(iii) a trunk line testing station;

(iv) a telegraph repeating station;

(v) a chief telegraph office on telegraph maintenance duties;

(vi) a national broadcasting station; or

(vii) an overseas radio terminal;”;
