REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1953.*

THE Public Service Board, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1953, hereby makes, subject to the approval of the Governor-General, the following Regulations.

Amendments of the Public Service Regulations. 

1. Parts IV., V., VI., and VIa. of the Public Service Regulations are repealed and the following Parts inserted in their stead:—

“Part IV.—Officers of the Second Division.

Salaries of officers of the Second Division.

“104.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer who occupies an office in the Second Division is, subject to this regulation, that rate or scale of rates specified in Table A or Table B in this sub-regulation which is applicable to that office by virtue of its classification.

“(2.) Where a female officer occupies an office in the Second Division in respect of which the rate of annual salary applicable to that office by virtue of its classification is a rate specified in Table A in the last preceding sub-regulation, the rate of annual salary payable to the female officer in respect of that office is £105 less than the rate so specified.

“(3.) Where a female officer occupies an office in the Second Division in respect of which the scale of rates of annual salary applicable to that office by virtue of its classification is a scale of rates specified in Table A in sub-regulation (1.) of this regulation, the rates of annual salary payable to the female officer in respect of that office are each £105 less than the rates so specified.

“Part V.—Officers of the third division.

Salaries of officers of the Third Division.

“105.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer who occupies an office in the Third Division is, subject to this regulation, that rate or scale of rates specified in Table A or Table B in this sub-regulation which is applicable to that office by virtue of its classification.

“(6.) The maximum of the scale of annual salary payable to an officer who occupies sin office in the Third Division shall not be less than £620 in the case of a male officer or less than £515 in the case of a female officer.

“(7.) Subject to sub-regulation (3.) of this regulation, where a female officer occupies an office in the Third Division in respect of which the rate of annual salary applicable to that office by virtue of its classification is a rate specified in Table A in sub-regulation (1.) of this regulation, the rate of annual salary payable to the female officer in respect of that office is £105 less than the rate so specified.

“(8.) Subject to sub-regulation (3.) of this regulation, where a female officer occupies an office in the Third Division in respect of which the scale of rates of annual salary applicable to that office by virtue of its classification is a scale of rates specified in Table A in sub-regulation (1.) of this regulation, the rates of annual salary payable to the female officer in respect of that office are each £105 less than the rates so specified.

“(9.) The minimum rate of annual salary payable to an officer appointed under section 36a of the Act, or appointed to an office in the Third Division who is a graduate of an Australian University or a University approved by the Board for the purpose of this sub-regulation, is—

(a) in the case of a male officer who has not attained the age of twenty-one years—£438;

(b) in the case of a female officer who has not attained the age of twenty-one years—£362;

(c) in the case of a male officer who has attained the age of twenty-one years £596; and

(d) in the case of a female officer who has attained the age of twenty-one years—£491.

“(10.) The rate of annual salary and the scale of rates of annual salary payable to an officer of the Third Division who occupies an office of—

(a) Postal Clerk;

(b) Telegraphist;

(c) Communications Officer;

(d) Senior Communications Officer, Grade 1;

(e) Senior Communications Officer, Grade 2; or

(f) Senior Communications Officer, Grade 3,

is the annual salary and scales of rates of annual salary specified for that office in the First Schedule to these Regulations.

“(11.) The scale of rates of annual salary payable to an officer who occupies an office of Medical Officer is—

(a) in the case of a male officer—

£1,124–£1,184–£1,244–£1,304–£1,366–£1,428–£1,490–£1,552–£1,614–£1,676–£1,738; and

(b) in the case of a female officer—

£1,019–£1,079–£1,139–£1,199–£1,261–£1,323–£1,385–£1,447–£1,509–£1,571–£1,633.

“(12.) The scale of rates of annual salary payable to an officer who occupies an office of Medical Officer (Health Laboratories) or Medical Officer (Serum Laboratories) is—

(a) in the case of a male officer—

£1,124–£1,184–£1,244–£1,304–£1,366–£1,428–£1,490–£1,552–£1,614–£1,676–£1,738–£1,800–£1,862–£1,924; and

(b) in the case of a female officer—

£1,019–£1,079–£1,139–£1,199–£1,261–£1,323–£1,385–£1,447–£1,509–£1,571–£1,633–£1,695–£1,757–£1,819.

“(13.) The scale of rates of annual salary payable to an officer who occupies an office of Officer-in-Charge, Outpatients’ Clinic, Brisbane or Perth, Medical Officer, Branch Office, or Senior Resident Medical Officer, is—

(a) in the case of a male officer—

£1,124–£1,184–£1,244–£1,304–£1,366–£1,428–£1,490–£1,552–£1,614–£1,676; and

(b) in the case of a female officer—

£1,019–£1,079–£1,139–£1,199–£1,261–£1,323–£1,385–£1,447–£1,509–£1,571.

“(14.) The scale of rates of annual salary payable to an officer who occupies an office of Resident Medical Officer is—

(a) in the case of a male officer—

£1,124–£1,184–£1,244–£1,304–£1,366–£1,428–£1,490–£1,552–£1,614; and

(b) in the case of a female officer—

£1,019–£1,079–£1,139–£1,199–£1,261–£1,323–£1,385–£1,447–£1,509.

Allowances in addition to salary.

“105a.—(1.) An officer who is engaged, at such post offices as the Board determines, on the regular exchange of duties with the Supervisor in charge of the evening staff for one day in three, or one week in three, shall, with the approval of the Chief Officer, be paid an allowance to increase his standard salary—

(a) if relieving a Supervisor (Telegraphs), Grade 1—to the minimum standard salary of a Supervisor (Telegraphs), Grade 1 ; or

(b) if relieving a Supervisor (Telegraphs), Grade 2—to the standard salary of a Supervisor (Telegraphs), Grade 1, who has been granted one increment over the minimum standard salary of a Supervisor (Telegraphs), Grade 1.

“(2.) Where the officer next in seniority to the Postmaster or the Supervisor, as the case may be, at a station to which this sub-regulation applies, is in receipt of salary, including any allowance payable under sub-regulation (5.) of this regulation, less than the equivalent of the

maximum salary of the office of Telegraphist in the Fourth Division plus an amount equal to the last increment payable within the scale of rates of annual salary of a Fourth Division Telegraphist, the Chief Officer may, upon satisfactory evidence of competency to attend to repeaters in the absence of the Postmaster or the Supervisor in charge, grant an allowance to that officer at the rate of £18 per annum.

“(3.) The stations to which the last preceding sub-regulation applies are—

Mount Surprise, Queensland; Alice Springs, Northern Territory; and Mullewa and Marble Bar, Western Australia.

“(4.) A Telegraphist who has passed the examination for promotion to an office of Senior Telegraphist may, with the approval of the Chief Officer, be paid an allowance at the rate of £12 per annum until he is promoted to a higher office.

“(5.) A Telegraphist in the Third Division upon passing an examination approved by the Board for the purpose of this sub-regulation shall be paid an allowance at the rate of £18 per annum in addition to the rate of salary payable to him under these Regulations.

“Part VI.—Officers of the Fourth Division.

Salaries of officers of the Fourth Division.

“106.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office specified in the second column of the First Schedule to these Regulations is, subject to this regulation, the rate of annual salary or the scale of rates of annual salary specified in the fifth column of that Schedule opposite to the designation of the office occupied by the officer.

“(2.) Where an annual rate of salary according to age is specified in the fifth column of the First Schedule to these Regulations opposite to the designation of an office specified in the second column of that Schedule, the annual salary payable to an officer who occupies such an office and is of an age specified in the fifth column of that Schedule is the rate specified in that column for that age.

“(3.) Where a female officer occupies an office specified in Part 1. of the First Schedule to these Regulations, being an office opposite to the designation of which an annual, rate of salary (not being an annual rate of salary according to age) is specified in the fifth column of that Schedule, the annual rate of salary payable to the female officer in respect of that office is £105 less than the rate so specified.

“(4.) Where a female officer occupies an office specified in Part I. of the First Schedule to these Regulations, being an office opposite to the designation of which a scale of rates of annual salary is specified in the fifth column of that Schedule, the rates payable to the female officer in respect of that office are, subject to sub-regulation (5.) of this regulation, each £105 less than the rates so specified.

“(5.) Where a female officer who is of an age specified in the second column of the table in this sub-regulation occupies an office, being an office specified in Part 1 of the First Schedule to these Regulations, the

designation of which is specified in the first column of that table, the annual rate of salary payable to the female officer is the rate specified in the third column of that table opposite to the age of the female officer.

“(7.) “(8.) Where a Department or a section of a Department is not specified in the third or fourth columns of the First Schedule to these Regulations opposite, to the designation of an office, the rate of annual salary or the scale of rates of annual salary payable to an officer

occupying an office of that designation in a Department or section of a Department is the rate or scale of rates specified in the fifth column of that Schedule opposite to that designation.

Allowances payable to certain officers in the Fourth Division.

“106aa. An officer who occupies an office specified in the first column of the Second Schedule to these Regulations and has the qualifications, or complies with the conditions relating to an allowance specified in the second column of that Schedule opposite to the designation of his office shall he paid an allowance at the rate specified in that column in respect of those qualifications or conditions.

“Part VIa.—Variation of Salary—Officers of Second, Third and Fourth Divisions.

Variations of salary on account of variation in cost of living.

“106a.—(1.) For the purposes of this regulation—

(a) ‘index number’ means the weighted average retail price index number for the six State capital cities of the Commonwealth as shown in the ‘Court’ index (Third Series) of retail price index numbers published from time to time by, or at the direction of, the Commonwealth Court of Conciliation and Arbitration; and

(b) ‘officer’ means an officer of the Second, Third or Fourth Division.

“(2.) Where the index number for the three months ended on the thirty-first day of March, the thirtieth day of June, the thirtieth day of September or the thirty-first day of December, in any year is less than 159.9 or more than 162.1 the salary payable to a male officer who has attained the age of twenty-one years shall, as from the commencement of the first fortnightly pay period beginning in the next succeeding month of May, August, November or February (as the case may be) be decreased or increased by an amount of Six pounds per annum for each 2.3 points by which that index number is less than 162.1 or exceeds 159.9, respectively.

“(3.) Where the salary payable to male officers who have attained the age of twenty-one years is increased or decreased by an amount ascertained in accordance with the last preceding sub-regulation, the salary payable to an officer included in a class of officers specified in the first column of the table in (his sub-regulation shall be increased or decreased as the case requires by an amount which bears to the amount ascertained in accordance with that sub-regulation the same proportion as the number specified in the second column of that table bears to one hundred.

“(4.) Where the amount calculated under the last preceding sub-regulation includes a fraction of a pound—

(a) if the fraction is less than one-half—the fraction shall be disregarded; and

(b) if the fraction is not less than one-half—the amount shall be deemed to be increased by treating the fraction as One pound.

“(5.) Notwithstanding anything contained in this regulation, the salary of an officer who has not attained the age of twenty-one years shall be varied as if that officer had attained that age if—

(a) he occupies an office for which the rate of salary payable to an officer under the age of twenty-one years is prescribed, but, having complied with a condition of advancement determined by the Board in pursuance of section 32 of the Act in respect of that office, he is paid tin; rate payable to an officer who has attained the age of twenty-one years prescribed for that office; or

(b) he occupies an office for which the rate of salary payable to an officer under the age of twenty-one years is not prescribed.”.

Nominations.

2. Regulation 141c of the Public Service Regulations is amended—

(a) by omitting from sub-regulation (3.) the word “Sixth” and inserting in its stead the word “Third”; and

(b) by omitting from sub-regulation (5.) the word “Sixth” and inserting in its stead the word “Third”.

Ballot-papers and manner of voting.

3. Regulation 141f of the Public Service Regulations is amended—

(a) by omitting from sub-regulation (1.) the word “Sixth” and inserting in its stead the word “Third”; and

(b) by omitting from sub-regulation (2.) the word “Sixth” and inserting in its stead the word “Third”.

1. An officer who has not attained the age of 21 years and who satisfies the Board as to her efficiency at writing and transcribing shorthand at the rate of 100 words per minute shall be paid an allowance at the rate of £24 per annum.

2. An officer who has not contained the age of 21 years and who satisfies the Board as to her efficiency at writing and transcribing shorthand at the rate of 120 words per minute and her ability at transcribing or typing letters and documents with due regard to form and punctuation shall be paid—

(a) an allowance at the rate of £30 per annum if she is not in receipt of the allowance referred to in the last preceding paragraph; or

(b) an allowance at the rate of £12 per annum if she is in receipt of the allowance referred to in the last preceding paragraph.

3. She shall be paid an allowance at such rate as is determined from time to time by the Board for any period during which she is employed on taking or transcribing notes of evidence in courts of law, or on duties which in the opinion of the Board are of like character.

Directions.—Mark your vote on this ballot-paper by placing the number 1 in the square opposite the name of the candidate for whom you vote as first preference and the numbers 2, 3, 4 (and so on, as the case requires) in the squares opposite the names of the candidates so as to indicate the order of your preference for them, fold the ballot-paper and place it in the ballot-paper envelope which should then be sealed. Then complete and sign the declaration printed on the ballot-paper envelope and send that envelope containing the ballot-paper by post or otherwise to the Returning Officer so as to reach him not later than 12 o’clock noon on the day of , 195 .
