(2.) This regulation shall be deemed to have come into operation on the twentieth day of August, 1953.

b ) where two or more of the officers were appointed, advanced, transferred or promoted as Technician (Instrument Maker), Technician (Mail), Technician (Telecommunications), Technician (Toolmaker) or Technician (Tradesman) on the same date-by the respective dates of their appointment to the Commonwealth Service; or(
