REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1957.*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1957, hereby makes, subject to the approval of the Governor-General, the following Regulations.

Amendments of the Public Service Regulations. 

"Salary" for purposes of furlough.

1. Regulation 62 of the Public Service Regulations is amended by omitting from paragraph (l) the words "sub-regulation (9.) of regulation 106" and inserting in their stead the words "sub-regulation (17.) of regulation 106".

2. Regulation 104 of the Public Service Regulations is repealed and the following regulation inserted in its stead: —

Salaries of officers of the Second or Third Division.

"104.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to a male officer who occupies an office in the Second Division or the

" (2.) Where a female officer occupies an office in the Second Division or the Third Division in respect of which there is a rate of annual salary applicable to that office by virtue of its classification, the rate of annual salary payable to the female officer in respect of that office is £154 less than the rate so specified.

"(3.) Where a female officer occupies an office in the Second Division or the Third Division in respect of which there is applicable to that office by virtue of its classification a scale of rates specified in the table in sub-regulation (1.) of this regulation, the rates of annual salary payable to the female in respect of that office arc, subject to sub-regulation (5.) of this regulation, each £154 less than the rates so specified.

"(4.) The rate of annual salary payable to a male officer who is of an age specified in the first column of the table in this sub-regulation and occupies an office in the Third Division the minimum of the scale of rates of annual salary of which is less than £723 is the rate of annual salary specified in the second column of that table opposite to the age of the officer.

" (8.) The minimum rate of annual salary payable to an officer appointed under section 36a of the Act, or appointed to an office in the Third Division who has qualified for admission to a degree at an Australian University or a University approved by the Board for the purpose of this sub-regulation, is—

(a) in the case of a male officer who has not attained the age of twenty-one years—£655;

(b) in the case of a female officer who has not attained the age of twenty-one years—£532;

(c) in the case of a male officer who has attained the age of twenty-one years—£858; and

(d) in the case of a female officer who has attained the age of twenty-one years—£704.

"(9.) The rate of annual salary or the scale of rates of annual salary payable to an officer of the Third Division who occupies an office of—

(a) Communications Officer;

(b) Drafting Assistant, Grade 1;

(c) Drafting Assistant, Grade 2;

(d) Drafting Officer, Grade 1;

(e) Drafting Officer, Grade 2;

(f) Postal Clerk;

(g) Senior Communications Officer, Grade 1;

(h) Senior Communications Officer, Grade 2;

(i) Senior Communications Officer, Grade 3;

(j) Senior Communications Officer, Grade 4;

(k) Senior Communications Officer, Grade 5;

(l) Senior Drafting Officer, Grade 1;

(m) Senior Drafting Officer, Grade 2;

(n) Senior Technical Officer, Grade 1;

(o) Senior Technical Officer, Grade 2;

is the annual salary, or the scale of rates of annual salary, as the case may be, that would be payable to the officer if the officer were an officer of the Fourth Division.

"(10.) The rate of annual salary or the scale of rates of annual salary payable to an officer of the Third Division who occupies an office the designation of which is specified in the first column of the table in this sub-regulation is—

(a) in the case of a male officer—the rate of annual salary specified in the second column in relation to the age of the officer or the scale of rates of annual salary specified in that column, as the case may be, opposite to the office that he occupies; and

(b) in the case of a female officer—the rate of annual salary specified in the third column in relation to the age of the officer or the scale of rates of annual salary specified in that column, as the case may be, opposite to the office that she occupies.

3. Part V. of the Public Service Regulations is repealed and the following Part inserted in its stead:—

"Part V.—Salaries Payable to Officers of the Fourth Division.

Salaries of officers of the Fourth Division.

"106.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office the designation of which is specified in the second column of Part I. or Part II. of the First Schedule to these Regulations is, subject to this regulation, the rate of annual salary or the scale of rates of annual salary specified in the fifth column of that Part opposite to the designation of the office occupied by the officer.

"(2.) Where an annual rate of salary according to age is specified in the fifth column of Part I. or Part II. of the First Schedule to these Regulations opposite to the designation of an office specified in the second column

of that Part, the annual salary payable to an officer who occupies such an office and is of an age specified in the fifth column of that Part is the rate specified in that column for that age.

"(3.) Where a female officer occupies an office the designation of which is specified in Part I. of the First Schedule to these Regulations, being an office opposite to the designation of which an annual rate of salary (not being an annual rate of salary according to age) is specified in the fifth column of that Part, the annual rate of salary payable to the female officer in respect of that office is £154 less than the rate so specified.

"(4.) Where a female officer occupies an office the designation of which is specified in Part I. of the First Schedule to these Regulations being an office opposite to the designation of which a scale of rates of annual salary is specified in the fifth column of that Part, the rates payable to the female officer in respect of that office are, subject to sub-regulation (5.) of this regulation, each £154 less than the rates so specified.

"(5.) Where a female officer who is of an age specified in the second column of the table in this sub-regulation occupies an office, being an office specified in Part I. of the First Schedule to these Regulations, the designation of which is specified in the first column of that table, the annual rate of salary payable to the female officer is the rate specified in the third column of that table opposite to the age of the female officer.

" (10.) Notwithstanding anything contained in the last preceding sub-regulation, the Board may determine that an officer who occupies an office specified in sub-regulation (8.) of the regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in

accordance with the following table if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

"(11.) For the purpose of the last preceding sub-regulation, service means—

(a) in the case of an officer occupying an office of Typist (Female) or Accounting Machinist (Female), Grade 1—proved experience, either within or without the Commonwealth Service, as a typist or accounting machinist or proved experience in both of those occupations; or

(b) in the case of an officer who occupies an office of Card Punch Operator (Female), Grade 1—proved experience either within or without the Commonwealth Service as a card punch operator, typist, or accounting machinist or proved experience in more than one of those occupations.

"(12.) The scale of rates of annual salary payable to an officer who occupies an office specified in the first column of the table in this sub-regulation is the scale of rates of annual salary specified in the second column of that table opposite to the designation of the office occupied by the officer.

" (13.) The rate of annual salary payable to an officer who occupies an office specified in the table in the last preceding sub-regulation and is of an age specified in the table in this sub-regulation is—

" (14.) "(16.) Where a Department or section of a Department is not specified in the third or fourth column of Part I. or Part II. of the First Schedule to these Regulations opposite to a designation of an office, the rate of annual salary or the scale of rates of annual salary payable to an officer occupying an office of that designation in a Department or section of a Department is the rate or scale of rates specified in the fifth column of that Part opposite to that designation.

"(17.) Where—

(a) an officer occupies an office specified in the second column of the Second Schedule to these Regulations; or

(b) an employee is employed in an office specified in the second column of the Second Schedule to these Regulations,

and the officer or employee has the qualifications, or complies with the conditions relating to an allowance, specified in the third column of that Schedule opposite to the designation of the office, he shall be paid an allowance at the rate specified in that column in respect of those qualifications or conditions.

"(18.) In this regulation, a reference to the rate of salary or the scale of rates of salary payable to an officer who occupies an office in the Fourth Division is a reference to the rate of salary or the scale of rates of salary applicable to that office by virtue of its classification.

4.—(1.) Part VI. of the Public Service Regulations is repealed and the following Part inserted in its stead:—

"Part VI.—Variations of Salaries of Officers of the Second,

Third and Fourth Divisions.

"106a.—(1.) The rate of salary payable to an officer included in a class of officers specified in the first column of the table in this sub-regulation shall, subject to this regulation, be increased by the amount per annum specified in the second column of that table opposite to the description of that class of officer.

" (2.) The salary payable to an officer who has not attained the age of twenty-one years shall be increased as if that officer had attained that age if—

(a) he occupies an office for which the rate of salary payable to an officer under 21 years of age is prescribed, but, having complied with a condition of advancement determined by the Board in pursuance of section 32 of the Act in respect of that office, he is paid the rate payable to an officer who has attained the age of twenty-one years prescribed for that office; or

(b) he occupies an office in respect of which a rate of salary payable to an officer according to age is not prescribed.

"(3.) The salary of an officer who has not attained the age of twenty years and is an officer referred to in sub-regulation (8.) of regulation 104 of these Regulations shall be increased as if that officer had attained the age of twenty years.

"(4.) The rate of annual salary payable to an officer who occupies an office of Typist (Female), Accounting Machinist (Female), Grade 1, or Card Punch Operator (Female), Grade 1 shall be increased by the amount specified in the second column of the table in this sub-regulation opposite to the rate of salary payable to the officer.

(2.) This regulation shall come into operation on the twenty-second day of May, 1958.

3. She shall be paid an allowance at such rate as is determined from time to time by the Board for any period during which she is employed on taking and transcribing notes of evidence in courts of law, or on duties which in the opinion of the Board are of like character.
