Amendment of the Public Service Regulations.
After regulation 4 of the Public Service Regulations the following regulations are inserted:—
“4a.—(1.) The Board may, by instrument in writing, delegate to a member of the Board or to an officer, either generally or to the extent provided in the instrument of delegation, all or any of its powers and functions under these Regulations (except this power of delegation and any power or function that, by virtue of a provision of the Act, is required to be exercised or performed by the Board itself) so that the delegated powers and functions may be exercised and performed by the delegate in accordance with the instrument of delegation.

“(2.) A delegation under this regulation is revocable at will and does not prevent the exercise of a power or the performance of a function by the Board.
“4b. The Chairman of the Board, the Auditor-General, the Commissioner of Taxation, the Chairman of the Australian Broadcasting Control Board and the National Librarian have the powers of, or exercisable by, a Permanent Head under these Regulations, in respect of the branches of the Commonwealth Service respectively under their direct control.
“4c.—(1.) A Permanent Head may, in respect of an officer or employee, or the officers or employees included in a class of officers or employees, by writing under his hand, delegate to an officer or, with the approval of the Board, to an employee, all or any of his powers and functions under these Regulations (except this power of delegation) so that the delegated powers and functions may be exercised by the delegate as fully and effectively as by the Permanent Head.
“(2.) A delegation under this regulation is revocable at will and does not prevent the exercise of a power or the performance of a function by the Permanent Head.
“(3.) For the purposes of this regulation, the Chairman of the Board, the Auditor-General, the Commissioner of Taxation, the Chairman of the Australian Broadcasting Control Board and the National Librarian shall each be deemed to be a Permanent Head.”.
