REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1964.*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1964, hereby makes, subject to the approval of the Governor-General, the following Regulations.

Amendments of the Public Service Regulations. 

1. After regulation 75 of the Public Service Regulations the following regulation is inserted:—

Definition.

"75aa. In this Division, 'head-quarters' means the place at which an officer or employee ordinarily performs his duties or, in the case of an officer or employee who does not ordinarily perform his duties at any one place, the place at which he is ordinarily required to report for duty.".

2. Regulation 80 of the Public Service Regulations is repealed and the following regulation inserted in its stead:—

Excess fares allowance while temporarily performing duty away from head-quarters.

"80.—(1.) Subject to this regulation, an officer or employee who performs duty temporarily at a place other than his head-quarters shall be paid an allowance equal to the amount (if any) by which the fares paid by him in travelling between his usual place of residence and that other place exceed the fares paid by him in travelling between his usual place of residence and his head-quarters.

"(2.) An officer or employee who is in receipt of an allowance under regulation 75a, 76 or 79b of these Regulations, of a payment under regulation 77 of these Regulations, or of reimbursement of fares under regulation 91 of these Regulations, in respect of duty at a place other than his head-quarters shall not, subject to the next succeeding sub-regulation, be paid an allowance under this regulation.

"(3.) Where an officer or employee who is in receipt of an allowance under regulation 75a or 76 of these Regulations, or of a payment under regulation 77 of these Regulations, in respect of duty at a place other than his head-quarters (in this sub-regulation referred to as ' his first temporary place of duty') temporarily performs duty (being duty that does not involve his absence overnight from the place at which he resided while performing duty at his first temporary place of duty) at another place other than his head-quarters (in this sub-regulation referred to as ' his second temporary place of duty'), the officer or employee shall be paid an allowance equal to the amount (if any) by which the fares paid by him in travelling between that place at which he resided and his second temporary place of duty exceed the fares paid by him in travelling between that place at which he resided and his first temporary place of duty.".

3. After regulation 96 of the Public Service Regulations the following regulation is inserted:—

Living out allowance—Repatriation nursing staff.

"96a. Where sleeping quarters are provided for the female nursing staff employed at a Repatriation General Hospital or at an institution conducted by the Repatriation Department, a female officer or employee who performs, at the Hospital or institution, the duties of an office specified in the table in this regulation shall, in respect of any period that the officer or employee is obliged to reside away from the Hospital or institution because sleeping accommodation is not available at the Hospital or institution for the officer or employee during that period, be paid an allowance at the rate of One pound five shillings per week.

Maximum salary for purposes of certain appeals.

4. Regulation 109h of the Public Service Regulations is amended—

(a) by omitting from paragraph (a) the figures "£1,907" and inserting in their stead the figures "£2,666"; and

(b) by omitting from paragraph (b) the figures "£1.753" and inserting in their stead the figures "£2,512".

Conditions of transfer from Fourth Division to Third Division.

5.—(1.) Regulation 112 of the Public Service Regulations is amended by omitting from sub-regulation (2.) the figures "£499" and inserting in their stead the figures "£52 ".

(2.) Regulation 9 of Statutory Rules 1961, No. 68, as amended by regulation 6 of Statutory Rules 1962, No. 39, is amended by omitting from sub-regulation (2.) the figures "£499" and "£968" and inserting in their stead the figures "£529" and "£1,175", respectively.

Temporary transfer.

6. Regulation 116 of the Public Service Regulations is amended by omitting from sub-regulation (1c.) the figures "£2,594" and inserting in their stead the figures "£2,666".

Second Schedule.

7. The Second Schedule to the Public Service Regulations is amended by inserting after item 38 the following item:—

"38a Checker (Female) ..............................

1. She shall be paid an allowance at the rate of £28 per annum for each day on which she is employed solely on checking Repatriation prescriptions.".

Fourth Schedule

8.—(1.) The Fourth Schedule to the Public Service Regulations is amended by omitting Part 33.

(2.) The Fourth Schedule to the Public Service Regulations is amended by adding at the end thereof the following Parts:—

Authority for payment of allowances to Professional Assistants.

9. An officer who performed the duties of an office of Professional Assistant for the whole or a part of the period that commenced on the second day of May, 1963, and ended on the day immediately before the commencement of these Regulations shall be paid an allowance of such an amount as will have the effect of raising his total remuneration in respect of the whole or part, as the case may be, of that period to the remuneration that the officer would have received if he had, in that whole or part, performed the duties of an office to the occupant of which salary was payable in accordance with the scale of rates of annual salary specified in Part 39 of the Fourth Schedule to the Public Service Regulations as amended by the last preceding regulation.
