REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1966.*
THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1966, hereby makes, subject to the approval of the Governor-General, the following Regulations.

" Part IV.—Salaries Payable to Officers of the Second Division, Third Division or Fourth Division
" 104.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary payable to a male officer who occupies an office in the Second Division is whichever of the following rates is appropriate to that office having regard to its classification:—
$9,500 $10,500 $11,500 $12,500 $13,500 $14,500
" (2.) The rates of annual salary applicable to an office under the last preceding sub-regulation shall, in relation to a female officer occupying that office, be deemed to be $402.00 less than the rate applicable in relation to a male officer occupying that office.
" 105.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to a male officer who occupies an office in the Third Division specified or described in the first column of Part I. of the Fourth Schedule to these Regulations is, subject to sub-regulation (5.) of this regulation, the rate or scale of rates specified in the second column of that Schedule in relation to that office.
" (2.) For the purposes of sub-section (2.) of section 30 of the Act, the scale of rates of annual salary payable to a male officer who occupies an office in the Third Division to which there has been allotted by its classification the minimum and maximum rates specified, respectively, in the second and third columns of an item in Part II. of the Fourth Schedule to these Regulations is, subject to this regulation, the scale of rates specified in the fourth column of that item.
" (3.) For the purposes of sub-section (2.) of section 30 of the Act, the scale of rates of annual salary payable to a male officer who occupies an office in the Third Division specified in the first column of Part III. of the Fourth Schedule to these Regulations is, subject to sub-regulation (5.) of this regulation, the scale of rates specified in the second column of that Schedule in relation to that office.
" (4.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to a male officer who occupies an office in the Third Division, not being an officer referred to in sub-regulation (1.), (2.) or (3.) of this regulation, is, subject to this regulation, that rate or scale of rates specified in Table A or Table B in this sub-regulation that is appropriate to that office having regard to its classification.

" (5.) Subject to the next succeeding sub-regulation, the rate of annual salary, or each of the rates in a scale of rates of annual salary, applicable to an office under sub-regulation (1.), (2.), (3.) or (4.) of this regulation shall, in relation to a female officer occupying that office, be deemed to be $402.00 less than the rate applicable in relation to a male officer occupying that office.
" (6.) The rate of annual salary payable to an officer whose age is an age specified in the first column of the table in this sub-regulation and who occupies an office in the Third Division the minimum of the scale of rates of annual salary of which is less than $2,187.00 is whichever of the rates, specified in the second column of that table opposite to the age of the officer, that is applicable to the officer.

" (7.) The minimum rate of annual salary payable to an officer whose age is an age specified in the first column of the table in this sub-regulation who occupies an office in the Third Division (other than an office specified in either of the next two succeeding sub-regulations) is whichever of the rates, specified in the second column of that table opposite to the age of the officer, that is applicable to the officer.

" (8.) " (10.) Where an officer occupies an office or performs the duties of an office in the Third Division the designation of which is specified in the second column of Part 1 of the Fifth Schedule to these Regulations and the officer has the qualifications, or satisfies the requirements relating to an allowance or allowances, referred to in the third column of that Schedule opposite to the designation of the office, he shall be paid an allowance or allowances in respect of those qualifications or conditions in accordance with the provisions specified, or referred to, in the third column of that Schedule opposite to the designation of the office.
" (11.) An officer of the Third Division who has the qualifications referred to in sub-paragraph (a) of paragraph 1 of Part II. of the Fifth Schedule to these Regulations shall, subject to that Part, be paid an allowance in accordance with that Part.
" 106.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office the designation of which is specified or described in Part I. or Part II. of the First Schedule to these Regulations is, subject to this regulation, the rate of annual salary or the scale of rate of annual salary specified in the second column of that Part opposite to the designation of the office occupied by the officer.
" (2.) The rate of annual salary, or each of the rates in a scale of rates of annual salary, applicable to an office specified or described in Part I. of the First Schedule to these Regulations shall, in relation to a female officer occupying that office, be deemed to be $402.00 less than the rate applicable in relation to a male officer occupying that office.
" (3.) Where an officer whose age is an age specified in the second column of the table in this sub-regulation occupies an office in the Fourth Division the designation of which is specified in the first column of that table, the rate of annual salary payable to the officer is whichever of the rates, specified in the third column of that table opposite to the age of the officer, that is applicable to the officer.

(4.) The scale of rates of annual salary payable to an officer who occupies an office of Accounting Machinist (Female), Grade 1, Card Punch Operator (Female), Grade 1, or Typist (Female), is $972–$1,072–S1,200–$1,360–$1,53–$1,705–$1,765–$1,821–$1,892.
" (5.) The minimum rate of annual salary payable to an officer who occupies an office specified in the last preceding sub-regulation is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

" (6.) Notwithstanding anything contained in the last preceding sub-regulation, the Board may determine that an officer who occupies an office specified in sub-regulation (4.) of this regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in accordance with the table in this sub-regulation if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

" (7.) For the purpose of the last preceding sub-regulation, " service " means—
(
a ) in the case of an officer occupying an office of Accounting Machinist (Female), Grade 1, or Typist (Female)—experience, either within or outside the Commonwealth Service, as an accounting machinist or typist or experience in both of those occupations; or(
b ) in the case of an officer who occupies an office of Card Punch Operator (Female), Grade 1—experience, either within or outside the Commonwealth Service, as an accounting machinist, card punch operator or typist, or experience in more than one of those occupations.
" (8.) The scale of rates of annual salary payable to an officer who occupies an office specified in the first column of the table in this sub-regulation is the scale of rates of annual salary specified in the second column of that table opposite to the designation of the office occupied by the officer.

" (9.) The rate of annual salary payable to an officer who occupies an office specified in the table in the last preceding sub-regulation and is of an age specified in the table in this sub-regulation is—
(
a ) in the case of an officer who occupies an office of Apprentice or Technician-in-training (Electrical)—the rate specified in the second column of the table in this sub-regulation opposite to the age of the officer; and(
b ) in the case of an officer who occupies an office of Technician-in-training or Technician-in-training (Radio)—the rate specified in the third column of the table in this sub-regulation opposite to the age of the officer.

" (10.) Notwithstanding anything contained in the last preceding sub-regulation, the Board may determine that an officer who occupies an office specified in the table in sub-regulation (8.) of this regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in accordance with the table in this sub-regulation if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

" (11.) Where the rate of annual salary payable in either of the last two preceding sub-regulations, to an officer who occupies the office of Apprentice and is indentured to serve as an Apprentice for a period of four years, is less than the rate of salary specified in the table in this sub-regulation, opposite to the period of service of the officer in that office, the officer shall be paid salary at the rate specified in the table in relation to that period of service.

" (12.) Where an officer who occupies an office of Apprentice and, by the terms of his indenture, is regarded as an Apprentice who had, before the date of his indenture, already served for a specified period, the officer shall, for the purposes of the last preceding sub-regulation, be deemed to have served in the office of Apprentice for the period he is so regarded as having served as an Apprentice.
" (13.) Where—
(
a ) an officer occupies an office or performs the duties of an office the designation of which is specified in the second column of the Second Schedule to these Regulations; or(
b ) an employee is employed in an office the designation of which is specified in the second column of the Second Schedule to these Regulations,
and the officer or employee has the qualifications, or satisfies the requirements relating to an allowance or allowances, referred to in the third column of that Schedule opposite to the designation of the office, he shall be paid an allowance or allowances in respect of those qualifications or conditions in accordance with the provisions specified, or referred to, in the third column of that Schedule opposite to the designation of the office.
" (14.) Where an officer—
(
a ) occupies one of the following offices in the Fourth Division:—
(i) Communications Officer;
(ii) Drafting Assistant, Grade 1;
(iii) Flight Service Officer, Grade 1;
(iv) Junior Observer;
(v) Medical Laboratory Attendant;
(vi) Medical Laboratory Technologist-in-training;
(vii) Postal Clerk;
(viii) Radiographer-in-training;
(ix) Technical Assistant, Grade 1;
(x) Telegraphist; or
(xi) Computing Assistant (Female);
(
b ) has not attained the age of twenty-one years;(
c ) possess qualifications that, in the opinion of the Board, are of a standard not less than the standard of the qualifications required for transfer from the Fourth Division to the Third Division; and(
d ) receives salary under these Regulations at a rate per annum less than the rate specified in the table in this sub-regulation that is applicable in relation to the officer,
the officer may be paid an allowance at the rate per annum equal to the difference between the rate of annual salary payable to him under these Regulations and the rate so specified.

FIFTH SCHEDULE—
PART II.
1. Where—
(a) an officer of the Third Division has been admitted, or is eligible to be admitted, to a degree of an Australian University or to a degree of an overseas University, being a degree that, in the opinion of the Board, is of a standard at least equal to the standard of a degree conferred by an Australian University; and (b) salary (including the amount by which the salary payable to an officer is increased in accordance with regulation 106a of these Regulations) is payable to the officer at a rate per annum less than the appropriate rate in relation to that officer,
the officer shall, subject to this Part, be paid an allowance at a rate per annum equal to the difference between those rates.
2. For the purpose of the last preceding paragraph, the appropriate rate in relation to an officer who has been admitted, or is eligible to be admitted, by a University to a degree included in a class of degree referred to in the second column of the table in this paragraph is, subject to the next succeeding paragraph, the rate specified—
(
a ) in the case of a male officer—in the third column; or(
b ) in the case of a female officer—in the fourth column,
of that table opposite to the reference to that class degree.

3. For the purposes of this Part, where—
(
a ) an officer has been admitted, or is eligible to be admitted, by a University to a degree included in the class of degrees referred to in item 3 in the table in the preceding paragraph;(
b ) the officer has been admitted, or is eligible to be admitted, by a University to a further degree included in that class of degree's or has received or is eligible to receive a diploma or similar award, approved by the Board, of a University; and(
c ) the periods of the courses for the firstmentioned degree and the other degree or diploma or award amounted in the aggregate to not less than four years,
the appropriate rate in relation to that officer is the rate specified—
(
d ) in the case of a male officer—in the third column; or(
e ) In the case of a female officer—in the fourth column,
of that table opposite to item 2.
4. For the purpose of paragraph 1. of this Part, the rate per annum at which salary is payable to an officer includes the rates per annum at which an allowance (if any) under regulation 87 of these Regulations is payable to the officer.
5. An allowance is not payable—
(
a ) to an officer of the Third Division who occupies an office specified—
(i) in the table in sub-regulation (8.) of regulation 105;
(ii) in the Fourth Schedule to these Regulations; or
(iii) for the purposes of paragraph (a) of sub-section (1.) of section 53b of the Act, in a determination made by the Board under that section; or
(
b ) to an unattached officer of the Third Division having a designation corresponding to an office referred to in the last preceding sub-paragraph,
unless the Board directs that the allowance is so payable.
