REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1968.*

THE PUBLIC SERVICE BOARD, acting in pursuance and exercise of the authority conferred upon it by the Public Service Act 1922-1968, hereby makes, subject to the approval of the Governor-General, the following Regulations.

Dated this eighteenth day of September, 1969.

Amendments of the Public Service Regulations  

Salaries payable to officers of the Third Division.

1.—(1.) Regulation 105 of the Public Service Regulations is amended—

(a) by inserting after sub-regulation (3a.) the following sub-regulation:—

“ (3b.) For the purposes of sub-section (2.) of section 30 of the Act, the scale of rates of annual salary payable to a male officer who occupies an office in the Third Division specified in the first column of Part V. of the Fourth Schedule to these Regulations is, subject to sub-regulation (4b.) of this regulation, the scale of rates specified in the second column of that Schedule in relation to that office.”; and

(b)by inserting after sub-regulation (4.) the following sub-regulation:—

“ (4b.) The rate of annual salary, or each of the rates in a scale of rates of annual salary applicable to an office under sub-regulation (3b.) of this regulation shall, in relation to a female officer occupying that office, be deemed to be $402.00 less than the rate applicable in relation to a male officer occupying that office.”.

Salaries payable to officers of the Fourth Division.

2. Regulation 106 of the Public Service Regulations is amended—

(a) by omitting sub-regulations (1.) and (2.) and inserting in their stead the following sub-regulations:—

“ (1.) For the purpose of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office the designation of which is specified or described in Part I., Part II. or Part IV. of the First Schedule to these Regulations is, subject to this regulation, the rate of annual salary or the scale of rates of annual salary specified in the second column of that Part opposite to the designation of the office occupied by the officer.

“ (2.) The rate of annual salary, or each of the rates in a scale of rates of annual salary, applicable to an office specified or described in Part I. or Part IV. of the First Schedule to these Regulations shall, in relation to a female officer occupying that office, be deemed to be $402.00 less than the rate applicable in relation to a male officer occupying that office.”;

(b)by omitting sub-paragraphs (iv) and (vii) of paragraph (a) of sub-regulation (11.); and

(c) by adding at the end thereof the following sub-regulations:—

“ (12.) The scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office specified in the table in this sub-regulation is the scale of rates of annual salary that is payable

under regulation 105 of these Regulations to an officer of the Third Division occupying an office having the same designation.

“ (15.) Where an officer—

(a) occupies an office of Telegraphist-in-training; and

(b)is of an age specified in the first column of the table in this sub-regulation,

the rate of annual salary payable to the officer is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer that is applicable to the officer.

3. Regulation 109g of the Public Service Regulations is amended by omitting from sub-regulation (1.) the words—

SECOND SCHEDULE Regulation 5.

Amendments of the Second Schedule to the Public Service Regulations

After item 1, insert the following item:—

“ 1a Assistant Postal Officer .. 1. If—

(a) he has been an officer or employee for not less than the prescribed period; and

(b)the Board has certified that the duties performed by him are comparable with the duties of an office of Postman, of Postal Officer, Grade 1, of Mail Officer or of Postal Officer, Grade 2,

he shall, on and after the date of the Board’s certificate, be paid an allowance at the rate at which an allowance would from time to time be payable to him under regulation 87 of these Regulations for the performance of those duties if he had, on that date, been directed under regulation 116 of these Regulations to perform the duties of whichever of the offices is specified in the Board’s certificate.

2. If he has been selected to undergo a course of training for the purposes of promotion to the office of Postal Clerk, he shall, on and after the commencement of his training, be paid an allowance at an annual rate equal to the amount by which the rate of annual salary paid to him is less than the appropriate rate of salary ascertained in accordance with the table in this paragraph that it applicable to him.

3. The allowance payable under the last preceding paragraph ceases to be payable, if the Board certifies that he is no longer undergoing the course of training or that he has not completed, to the satisfaction of the Board, the requirements of the course of training, on the date on which the Board so certifies.

4. If—

(a) he has been an officer or employee for not less than the prescribed period;

(b) he is in receipt of the allowance referred to in the last preceding paragraph; and

(c)his rate of annual salary and the rate of the allowance payable to him under that paragraph is less than the annual rate of salary that would be payable to him if he had been promoted to the office of Postal Officer, Grade 1,

he shall while he is paid the allowance referred to in the last preceding paragraph be paid an additional allowance at an annual rate equal to the amount of the difference.

5. He shall be paid an allowance at the rate of $128.00 per annum if—

(a) he has passed a test determined by the Board for the purpose of this paragraph; and

(b)his total remuneration is less than $2,392.00 per annum,

for any period during which he performs the duties that the passing of the test shows that he is competent to perform.

6. For the purposes of paragraphs 1 and 4 of this item, the prescribed period in relation to an officer or employee is—

(a)if his age on appointment or on becoming an employee was less than 17 years and 3 months— the period commencing on the date of his appointment or on which he became an employee and ending on the day on which he attains the age of 18 years and 6 months;

(b)if, on appointment or on becoming an employee, he had attained the age of 17 years and 3 months but had not attained the age of 20 years and 9 months—the period of one year and 3 months commencing on the date on which he became an employee;

(c) if, on appointment or on becoming an employee, he had attained the age of 20 years and 9 months but had not attained the age of 21 years—the period commencing on the date of his appointment or on his becoming an employee and ending on the day on which he attains the age of 22 years; and

(d) if he had, on appointment or on becoming an employee, attained the age of 21 years—the period of 12 months commencing on the date of his appointment or the date on which he became an employee.”.

Omit item 11 insert the following item:—

“ 11 Mail Officer............................

1. If he has been selected to undergo a course of training for the purposes of promotion to the office of Postal Clerk or Telegraphist, he shall, on and after the commencement of his training, be paid an allowance at an annual rate equal to the amount by which the rate of annual salary paid to him is less than the appropriate rate of salary, ascertained in accordance with the table in this paragraph, that is applicable to him.

He shall, whilst employed in the city section of Sydney Melbourne, Brisbane, Adelaide or Perth, be paid, under such conditions as are from time to time approved by the Board, an allowance equal to the amount by which his rate of annual salary is less than the salary which would be payable to him from time to time if the scale of rates of annual salary of the office was $2,328-2,392-2,456-2,520-2,619.

2. If he is required to supervise other Postmen engaged on postal rounds he shall be paid an allowance at the annual rate specified in the table in this paragraph for the number of rounds (including his own) supervised by him.

3. 2.
