Amendments of the Public Service Regulations
1. Regulation 105 of the Public Service Regulations is amended by inserting in sub-regulation (9.), after the words—“ Chief Technical Officer, Grade 3 ”,
the words—
“ Communications Officer ”.
2. —(1.) Part I. of the First Schedule to the Public Service Regulations is amended as set out in the First Schedule to these Regulations.(2.) Part III. of the First Schedule to the Public Service Regulations is amended by omitting Item 22 and inserting in its stead the following item:—

SECOND SCHEDULE Regulation 3.
Amendments of the Second Schedule to the Public Service Regulations
Omit Item 1a, insert the following item:—
“ 1a Assistant Postal Officer .. 1. If—
(
a )he has been an officer or employee for not less than the prescribed period; and(
b ) the Board has certified that the duties performed by him are comparable with the duties of an office of Postman, of Postal Officer, Grade 1, of Mail Officer or of Postal Officer, Grade 2,he shall, on and after the date of the Board’s certificate, be paid an allowance under regulation 87 of these Regulations at the rate at which an allowance would from time to time be payable to him for the performance of those duties if he had, on that date, been directed under regulation 116 of these Regulations to perform the duties of whichever of the offices is specified in the Board’s certificate.
2. If he has been selected to undergo a course of training for the purposes of promotion to the office of Postal Clerk, he shall, on and after the commencement of his training, be paid an allowance at an annual rate equal to the amount by which the rate of annual salary paid to him is less than such appropriate rate of annual salary ascertained in accordance with the table in this paragraph as is applicable to him:—

3. The allowance payable under the last preceding paragraph ceases to be payable if the Board certifies that—
(
a ) he is no longer undergoing the course of training specified in that paragraph; or(
b ) he has not, on the date on which the Board so certifies, completed, to the satisfaction of the Board, the requirements of that course of training.4. If—
(
a ) he has been an officer or employee for not less than the prescribed period;(
b ) he is in receipt of the allowance referred to in paragraph 2 of this item; and(
c ) his rate of annual salary and the rate of the allowance payable to him under that paragraph is less than the annual rate of salary that would be payable to him if he had been promoted to the office of Postal Officer, Grade 1,he shall while he is paid the allowance referred to in paragraph 2 of this item be paid an additional allowance at an annual rate equal to the amount of the difference.
5. He shall he paid an allowance at the rate of $192.00 per annum if—
(
a ) he has passed a test determined by the Board for the purpose of this paragraph; and
SECOND
SCHEDULE—
(
b ) his total remuneration is less than $2,392.00 per annum, for any period during which he performs the duties that the passing of the test shows that he is competent to perform.6. He shall be paid an allowance at the rate of $355.00 per annum if—
(
a ) he has passed a lest determined by the Board for the purpose of this paragraph; and(
b ) his total remuneration is less than $2,392.00 per annum,for any period during which he performs the duties that the passing of the test shows that he is competent to perform.
7. For the purposes of paragraphs 1 and 4 of this item, the prescribed period in relation to an officer or employee is—
(
a ) if his age on appointment or on becoming an employee was less than 17 years and 3 months—the period commencing on the date of his appointment or on which he became an employee and ending on the day on which he attains the age of 18 years and 6 months;(
b ) if, on appointment or on becoming an employee, he had attained the age of 17 years and 3 months but had not attained the age of 20 years and 9 months—the period of one year and 3 months commencing on the date on which he became an employee;(
c ) if, on appointment or on becoming an employee, he had attained the age of 20 years and 9 months but had not attained the age of 21 years—the period commencing on the date of his appointment or on his becoming an employee and ending on the day on which he attains the age of 22 years; and(
d )if he had, on appointment or on becoming an employee, attained the age of 21 years—the period of one year commencing on—(i) the date of his appointment; or
(ii) the date on which he became an employee.
