Amendments of the Public Service Regulations
Regulation 112 of the Public Service Regulations is amended—
(
a ) by omitting paragraph (b )of sub-regulation (1.) and inserting in its stead the following paragraphs:—“ (
b )the officer has passed, at an appropriate level, examinations in four approved subjects, being examinations in those subjects held as part of a prescribed examination;
“ (ba )the officer has passed examinations in four approved subjects, being examinations in those subjects held as part of an examination conducted by or on behalf of the Australian Naval Forces, the Australian Military Forces or the Australian Air Force that is of an equivalent standard to a prescribed examination;“ (
bb )the officer is qualified for admission as a matriculated student at an Australian university;

“ (
bc )the officer has passed examinations in four approved subjects held as part of an examination held in a country other than Australia, being an examination that is of equivalent standard to a prescribed examination; or ”; and(
b )by inserting after sub-regulation (1.) the following sub-regulations:—“ (1A.) For the purpose of this regulation—
(
a ) an examination referred to in the first column of the following table is a prescribed examination; and(
b ) a level specified in the second column of that table in relation to an examination referred to in the first column is an appropriate level in relation to a pass at an examination in a subject held as part of the examination in relation to which it is specified.

“ (1b.) The Board may, by determination of
general application published in the

count ns an approved subject for the purpose of paragraph (
“ (1c.) A pass in an examination in a
subject held as part of a prescribed examination, or of an examination referred
to in paragraph (
“ (1d.) An officer shall not be taken to have passed examinations in four approved subjects held as part of a prescribed examination unless he has passed examinations in four approved subjects held as part of a prescribed examination held in a particular year or of two prescribed examinations held in successive years.
“ (1e.) An officer
shall not be taken to have passed examinations in four approved subjects held
as part of an examination conducted by or on behalf of the Australian Naval
Forces, the Australian Military Forces or the Australian Air Force for the
purpose of paragraph (
(
a )unless he has passed examinations in four approved subjects held as part of one examination, or of two examinations held in the same year or in successive years, of a kind referred to in that paragraph held by the Australian Naval Forces, the Australian Military Forces or the Australian Air Force, as the case may be; or(
b ) in a case where he has passed examinations in four approved subjects held as part of two such examinations that were not successive examinations—if he attempted, but failed, to pass an examination in an approved subject held as part of such an examination after the first and before the second of those two examinations.
“ (1f.) An officer shall not be taken to
have passed examinations in four approved subjects held as part of an
examination held in a country other than Australia for the purpose of paragraph
(
“ (1g.) An officer shall not be taken to have qualified for admission as a matriculated student at a university in Australia if he is entitled to be admitted as such a student only subject to his admission being reviewed as provided by or under the statutes of that university.
“ (1h.) In making
determinations under sub-regulation (1b.)
of this regulation, the Board shall so exercise its powers as to ensure that
the qualifications provided for under paragraphs (
