Rates of travelling allowances.

1. Regulation 57 of the Public Service (Parliamentary Officers) Regulations is amended—

(a) by omitting the table from sub-regulation (1.) and inserting in its stead the following table:—

(b)by omitting from sub-regulation (2.) the figures “14s. 6d.” and inserting in their stead the figures “Two pounds”; and

(c) by omitting from sub-regulation (5.) the words “fourteen days” (wherever occurring) and inserting in their stead the words “twenty-one days”.

Fares.

2. Regulation 64 of the Public Service (Parliamentary Officers) Regulations is amended by omitting the figures “348” and inserting in their stead the figures “656”.

Higher duties allowances.

3. Regulation 66of the Public Service (Parliamentary Officers) Regulations is amended by omitting sub-regulation (8.) and inserting in its stead the following sub-regulations:—

“(8.) Notwithstanding anything contained in the foregoing provisions, when an officer is called upon to occupy temporarily a higher position the maximum salary of which (including allowances in the nature of salary) is not less than £1,184 in the case of a male officer or £1,079 in the case of a female officer, the amount of higher duties allowance payable, if any, shall be such as is determined by the Parliamentary Head.

(k) Made under the Public Service Act 1922-1950 on 13th July, 1951; notified in Gazette on 16th July, 1951.

 “(8a.) For purposes of the last preceding sub-regulation, salary does not include variations of salary made under regulation 75 of these regulations.”.

4.—(1.) Parts IV. and V. of the Public Service (Parliamentary Officers) Regulations are repealed and the following Parts are inserted in their stead:—

“Part IV.—Salaries.

Salaries of Officers of Second Division.

“71.—(1.) The limits of annual salary payable to an officer occupying any office in the Second Division shall be such of the amounts specified hereunder in Table A in this sub-regulation as are applicable to that office by virtue of the Public Service Act 1951, or as are fixed, after the date of commencement of that Act, by the Governor-General on the recommendation of the Parliamentary Head in respect of that office.

“(2.) Subject to the provisions of section 31 of the Act, increments may be paid to an officer within the limits of salary fixed in respect of his office of such amount as will raise his salary to the next higher amount shown in Table A.

Salaries of officers of Third Division.

“72.—(1.) The limits of annual salary payable to an officer occupying any office in the Third Division shall be such of the amounts specified in Table A or Table B in this sub-regulation as are applicable to that office by virtue of the Public Service Act 1951, or as are fixed, after the commencement of that Act, by the Governor-General on the recommendation of the Parliamentary Head in respect of that office.

“(2.) Subject to the provisions of section 31 of the Act, increments may be paid to an officer within the limits of salary fixed in respect of his or her office of such amount as will, in the case of a male officer, raise his salary to the next higher amount shown in Table A, and, in the case of a female officer, to the next higher amount shown in Table B.

(c) the maximum of the limits of annual salary payable to an officer shall not be less than £620 in the case of a male officer or less than £515 in the case of a female officer; and

(d)where a female officer is employed in any office in respect of which the limits of salary fixed are amounts specified in Table A, the limits of salary payable to the officer shall, subject to paragraph (b)of this sub-regulation, be £105 less than those fixed in respect of that office.

Salaries of officers of Fourth Division.

“73.—(1.) The annual salary or the limits of annual salary payable to an officer occupying an office in the Fourth Division shall be such of the amounts specified in Table A or Table B in this regulation as are applicable to that office by virtue of the Public Service Act 1951, or as are fixed, after the date of commencement of that Act, by the Governor-General on the recommendation of the Parliamentary Head in respect of that office.

“(2.) “(4.) Where a female officer is employed in an office in respect of which the limits of salary fixed are amounts specified in Table A, the limits of salary payable to the officer shall, subject to sub-regulation (3.) of this regulation, be £105 per annum less than those fixed in respect of that office.

“Part V.—Variation of Salary—Officers of Second, Third and Fourth Divisions.

Variation of salary on account of variations in cost of living.

“75.—(1.) For the purposes of this regulation—

(a)‘index number’ means the weighted average retail price index number for the six State capital cities of the Commonwealth as shown in the ‘Court’ index (Third Series) of retail price index numbers published from time to time by, or at the direction of, the Commonwealth Court of Conciliation and Arbitration; and

(b)officer’ means an officer of the Second, Third or Fourth Division.

“(2.) Where the index number for the three months ended on the thirty-first day of March, the thirtieth day of June, the thirtieth day of September or the thirty-first day of December, in any year is less than 159.9, the salary payable to an officer shall, as from the commencement of the first fortnightly pay period beginning in the next succeeding month of May, August, November, or February (as the case may be), be decreased by—

(a)an amount of Six pounds per annum in the case of a male officer who has attained the age of twenty-one years;

(b)alternate amounts of Four pounds per annum and Five pounds per annum in the case of a female officer who has attained the age of twenty-one years;

(c) an amount of Four pounds per annum in the case of an officer who has attained the age of nineteen years but has not attained the age of twenty-one years; or

(d)an amount of Three pounds per annum in the case of an officer who has not attained the age of nineteen years,

for each 2.3 points by which that index number is less than 162.1.

“(3.) Where the index number for the three months ending on the thirty-first day of March, the thirtieth day of June, the thirtieth day of September or the thirty-first day of December, in any year exceeds 162.1, the salary payable to an officer shall, as from the commencement of the first fortnightly pay period beginning in the next succeeding month of May, August, November or February (as the case may be), be increased by—

(a)an amount of Six pounds per annum in the case of a male officer who has attained the age of twenty-one years;

(b)alternate amounts of Five pounds per annum and Four pounds per annum in the case of a female officer who has attained the age of twenty-one years;

(c)an amount of Four pounds per annum in the case of an officer who has attained the age of nineteen years but has not attained the age of twenty-one years; or

(d)an amount of Three pounds per annum in the case of an officer who has not attained the age of nineteen years,

for each 2.3 points by which that index number exceeds 159.9.

“(4.) Where, by reason of his occupancy of an office, an officer who has not attained the age of twenty-one years is paid salary at the rate payable to an officer who has attained that age, the salary payable to the first-mentioned officer shall, notwithstanding anything contained in this regulation, be varied as if that officer was an adult.”.

(2.) The salary payable to an officer of the Second, Third and Fourth Division shall, from the date of commencement of these Regulations to the date upon which the first variation in salary is, after the date of commencement of these Regulations, made under regulation 75 of the Public Service (Parliamentary Officers) Regulations, as inserted by the last preceding sub-regulation, be increased by adding—

(a)in the case of a male officer who has attained the age of twenty-one years—an amount of Forty-two pounds per annum;

 (b)in the case of a female officer who has attained the age of twenty-one years—an amount of Thirty-two pounds per annum;

(c)in the case of an officer who has attained the age of nineteen years but has not attained the age of twenty-one years—an amount of Twenty-eight pounds per annum; or

(d)in the case of an officer who has not attained the age of nineteen years—an amount of Twenty-one pounds per annum.

6. The Public Service (Parliamentary Officers) Regulations are amended by adding at the end thereof the following Schedule:—
