REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1958.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of, Australia, acting with the advice of the Federal Executive Council, on the recommendation of the President of the Senate and the Speaker of the House of Representatives, hereby make the following Regulations under the PublicServiceAct 1922-1958.

Amendments of the Public Service (Parliamentary Officers) Regulations.

Hours of duty— Other officers of the Fourth Division.

1. Regulation 8b of the Public Service (Parliamentary Officers) Regulations is amended by omitting sub-regulation (1.) and inserting in its stead the following sub-regulation:—

“(1.) In this regulation, ‘officer’ means an officer who occupies an office of—

(a) Deputy Housekeeper;

(b) Section Leader (Cleaning);

(c) Senior Cleaner;

(d) Cleaner;

(e) Painter;

(f) Plasterer;

(g) Maintenance Officer;

(h) Senior Carpenter;

(i) Carpenter;

(j) Doorkeeper;

(k) Nightwatchman;

(l) Guard;

(m) Foreman Gardener; or

(n) Gardener.”.

Rates of travelling allowance.

2. Regulation 57 of the Public Service (Parliamentary Officers) Regulations is amended by omitting sub-regulations (1.) and (2.) and inserting in their stead the following sub-regulations:—

“(1.) Subject to these Regulations, the following shall be the scale of travelling allowances for all officers and temporary employees:—

“(2.) Notwithstanding anything contained in the last preceding sub-regulation, the travelling allowance payable to an officer who is a member of an Appeal Board or of a Board of Inquiry and who is required to travel in the course of his duty as such a member shall be at the rate of Three pounds seventeen shillings per day.”.

3. After regulation 65a of the Public Service (Parliamentary Officers) Regulations the following regulation is inserted:—

Saturday duty by certain officers of the Fourth Division.

“65aa.—(1.) This regulation applies to an officer as defined by regulation 8b of these Regulations who is—

(a) rostered to perform his normal hours of duty on alternating shifts or rotating shifts and is rostered to perform part of his normal hours of duty in any week on a Saturday; or

(b) rostered to perform his normal hours of duty on a constant shift that requires the regular performance of duty after one o’clock in the afternoon on a Saturday.

“(2.) An officer to whom this regulation applies shall, in respect of any duty performed by him on a Saturday, be paid an amount—

(a) in respect of any duty that forms part of his normal hours of duty for that day—at an hourly rate, in addition to his salary for that duty, calculated in accordance with the following formula:—

(b) in respect of any duty that is in excess of his normal hours of duty for that day—at an hourly rate calculated in accordance with the following formula:—

“(3.) Where an amount is payable in respect of duty referred to in paragraph (b) of the last preceding sub-regulation, an amount is not payable under regulation 65 of these Regulations in respect of that duty.

“(4.) For the purpose of ascertaining the amount payable under this regulation to an officer to whom this regulation applies—

(a) the period of duty performed on a Saturday by the officer, being duty that forms part of his normal hours of duty for that day, shall be calculated to the nearest quarter of an hour of the total period of that duty performed during each fortnightly pay period; and

(b) the period of duty performed on a Saturday by the officer, being duty that is in excess of his normal hours of duty for that day, shall be calculated to the nearest quarter of an hour of the total period of that duty performed during each fortnightly pay period.

“(5.) Notwithstanding anything contained in this regulation, the hourly rate at which an amount is payable under sub-regulation (2.) of this regulation shall not exceed—

(a) in the case of a male officer—the rate ascertained in accordance with that sub-regulation for an officer who is receiving a salary of £1,173 per annum; and

(b) in the case of a female officer—the rate ascertained in accordance with that sub-regulation for an officer who is receiving a salary of £1,019 per annum.

“(6.) For the purposes of this regulation—

(a) ‘week’ means a period of seven days commencing on a Monday;

(b) ‘alternating shifts’ are shifts on which duty is performed during the same hours in alternate weeks and—

(i) which commence before half past six o’clock in the morning, or terminate at or before eight o’clock in the morning or after half past six o’clock in the evening, on the days from Monday to Friday (inclusive) on which duty is performed; or

(ii) which terminate at or before eight o’clock in the morning, or after one o’clock in the afternoon, on a Saturday on which duty is performed;

(c) ‘rotating shifts’ are shifts on which duty is performed during the same hours at regular intervals in excess of two weeks and—

(i) which commence before half past six o’clock in the morning, or terminate at or before eight o’clock in the morning or after half past six o’clock in the evening, on the days from Monday to Friday (inclusive) on which duty is performed; or

(ii) which terminate at or before eight o’clock in the morning, or after one o’clock in the afternoon, on a Saturday on which duty is performed; and

(d) a shift on which duty is performed each week during the same hours and which, but for duty so being performed, with the approval of the Permanent Head or to suit Departmental convenience, would be an alternating shift or a rotating shift shall be deemed to be an alternating shift or a rotating shift, as the case may be.”.

Salaries and allowances of officers of the Fourth Division.

4. Regulation 72 of the Public Service (Parliamentary Officers) Regulations is amended by omitting sub-regulations (4.) and (5.) and inserting in their stead the following sub-regulations:—

“(4.) The scale of rates of annual salary payable to an officer who occupies an office of Typist (Female) or Accounting Machinist (Female), Grade 1, is £308-£358-£407-£455-£503-£532-£556-£574-£594-£614.

“(5.) The minimum rate of annual salary payable to an officer who occupies an office specified in the last preceding sub-regulation is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

“(6.) Notwithstanding anything contained in the last preceding sub-regulation, the Parliamentary Head may determine that an officer who occupies an office specified in sub-regulation (4.) of this regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in accordance with the following table if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

“(7.) For the purpose of the last preceding sub-regulation, ‘service’ means proved experience, either within or without the Commonwealth Service, as a typist or accounting machinist or proved experience in both of those occupations.

“(8.) Where an officer occupies an office of Typist (Female), the officer shall be paid an allowance—

(a) at the rate of Twenty-four pounds per annum if—

(i) she has not satisfied the Parliamentary Head as to her efficiency at writing shorthand at the rate of not less than eighty words per minute;

(ii) she has passed a test conducted on behalf of the Parliamentary Head in typing at the rate of fifty words per minute and in typing letters and documents with due regard to punctuation and form; and

(iii) her rate of salary does not exceed Six hundred and fourteen pounds per annum; or

(b) at the rate specified in the second column in the following table opposite to the speed in words per minute equal to the highest rate at which she has satisfied the Parliamentary Head as to her efficiency at writing shorthand and correctly transcribing that shorthand:—
