REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1960.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, on the recommendation of the President of the Senate and the Speaker of the House of Representatives, hereby make the following Regulations under the Public Service Act 1922-1960.

AMENDMENTS OF THE PUBLIC SERVICE (PARLIAMENTARY OFFICERS) REGULATIONS.  

Modification of application of certain provisions.

1. Regulation 4A of the Public Service (Parliamentary Officers) Regulations is repealed.

Meal allowance.

2. Regulation 55 of the Public Service (Parliamentary Officers) Regulations is amended by omitting from sub-regulation (1.) the words “Nine shillings” and inserting in their stead the words “Ten shillings”.

Rates of travelling allowances.

3. Regulation 57 of the Public Service (Parliamentary Officers) Regulations is amended—

(a)by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

Overtime.

4. Regulation 65 of the Public Service (Parliamentary Officers) Regulations is amended—

(a)by omitting from paragraph (a) of sub-regulation (5.) the figures “£1,366” and inserting in their stead the figures “£1,419”;

(b)by omitting from paragraph (b)of sub-regulation (5.) the figures “£1,212” and inserting in their stead the figures “£1,265”;

(c) by omitting from sub-paragraph (i) of paragraph (a) of sub-regulation (8.) the figures “£2,389” and inserting in their stead the figures “£2,450”; and

(d)by omitting from sub-paragraph (ii) of paragraph (a) of sub-regulation (8.) the figures “£2,235” and inserting in their stead the figures “£2,296”.

Saturday duty by certain officers of the Fourth Division.

5. Regulation 65AA of the Public Service (Parliamentary Officers) Regulations is amended—

(a) by omitting from paragraph (a) of sub-regulation (5.) the figures “£1,366” and inserting in their stead the figures “£1,419”; and

(b)by omitting from paragraph (b)of sub-regulation (5.) the figures “£1,212” and inserting in their stead the figures “£1,265”.

Sunday duty.

6. Regulation 65B of the Public Service (Parliamentary Officers) Regulations is amended—

(a)by omitting from paragraph (a)of sub-regulation (6.) the figures “£1,366” and inserting in their stead the figures “£1,419”;

(b)by omitting from paragraph (b)of sub-regulation (6.) the figures “£1,212” and inserting in their stead the figures “£1,265”;

(c) by omitting from paragraph (a) of sub-regulation (7.) the figures “£2,389” and inserting in their stead the figures “£2,450”; and

(d)by omitting from paragraph (b)of sub-regulation (7.) the figures “£2,235” and inserting in their stead the figures “£2,296”.

Payment for duty on a holiday.

7. Regulation 65C of the Public Service (Parliamentary Officers) Regulations is amended—

(a) by omitting from paragraph (a)of sub-regulation (8.) the figures “£1,366” and inserting in their stead the figures “£1,419”;

(b)by omitting from paragraph (b)of sub-regulation (8.) the figures “£1,212” and inserting in their stead the figures “£1,265”; and

(c) by omitting from sub-regulation (9.) the figures “£2,389” and “£2,235” and inserting in their stead the figures “£2,450” and “£2,296”, respectively.

Higher duties.

8. Regulation 66 of the Public Service (Parliamentary Officers) Regulations is amended—

(a) by omitting from paragraph (a)of sub-regulation (3.) the figures “£1,245” and inserting in their stead the figures “£1,297”;

(b)by omitting from paragraph (b)of sub-regulation (3.) the figures “£1,091” and inserting in their stead the figures “£1,143”;

(c)by omitting from paragraph (a) of sub-regulation (17.) the figures “£2,246” and inserting in their stead the figures “£2,306”; and

(d) by omitting from paragraph (b)of sub-regulation (17.) the figures “£2,092” and inserting in their stead the figures “£2,152”.

Salaries payable to officers of the Second and Third Divisions.

9. Regulation 71 of the Public Service (Parliamentary Officers) Regulations is amended—

(a) by omitting sub-regulations (1.), (2.) and (3.) and inserting in their stead the following sub-regulations:—

“(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to a male officer who occupies an office in the Second Division or the Third Division is, subject

to this regulation, that rate or scale of rates specified in the table in this sub-regulation which is appropriate to that office having regard to its classification.

“(1A.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary payable to a male officer who occupies the office of Clerk-Assistant in the Department of the Senate or the office of Clerk-Assistant in the Department of the House of Representatives is £3,650.

“(2.) Where a female officer occupies an office in the Second Division or the Third Division in respect of which there is a rate of annual salary applicable to that office by reason of sub-regulation (1.) of this regulation, the rate of annual salary payable to the female officer in respect of that office is £154 less than that rate.

“(3.) Where a female officer occupies an office in the Second Division or the Third Division in respect of which there is applicable to that office by reason of sub-regulation (1.) of this regulation a scale of rates of annual salary specified in the table in that sub-regulation, the rates of annual salary payable to the female officer in respect of that office are, subject to sub-regulation (5.) of this regulation, each £154 less than the scale of rates so specified.”;

(b)by omitting from the table in sub-regulation (6.) the figures “808”, “858” and “913” and inserting in their stead the figures “870”, “931” and “992”, respectively;

(c) by omitting from the table in sub-regulation (7.) the figures “654”, “704” and “759” and inserting in their stead the figures “716”, “777” and “838”, respectively;

(d)by omitting from paragraph (c) of sub-regulation (8.) the figures “£913” and inserting in their stead the figures “£992”;

(e) by omitting from paragraph (d)of sub-regulation (8.) the figures “£759” and inserting in their stead the figures “£838”; and

(f) by omitting from sub-regulation (9.) the figures “£105” and inserting in their stead the figures “£122”.

Authority for payment of allowances.

10. The Parliamentary Head may authorize the payment of an allowance, in respect of the period that commenced on the second day of May, 1963, and ended on the day immediately before the commencement of these Regulations, to each officer and employee of such an amount as would result in the total remuneration of the officer or employee being not less than the total remuneration that would have been payable to the officer or employee in respect of that period if the amendments made by these Regulations had taken effect on the second day of May, 1963.
