REGULATIONS UNDER THE PUBLIC SERVICE ACT 1922-1964.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, on the recommendation of the President of the Senate and the Speaker of the House of Representatives, hereby make the following Regulations under the Public Service Act 1922-1964.

Amendments of the Public Service (Parliamentary Officers) Regulations

Commencement.

1. These Regulations shall come into operation on the fourteenth day of February, 1966.

Rates of travelling allowances.

2.—(1.) Regulation 57of the Public Service (Parliamentary Officers) Regulations is amended by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

(2.) Regulation 57 of the Public Service (Parliamentary Officers) Regulations is amended by omitting from sub-regulation (2.) the words “Six pounds fifteen shillings” and inserting in their stead the symbol and figures “$13.50”.

Allowances payable for use, for official purposes, of private vehicles.

3. Regulation 68a of the Public Service (Parliamentary Officers) Regulations is amended by omitting the table in sub-regulation (2.) and inserting in its stead the following table:—

4. Regulation 68b of the Public Service (Parliamentary Officers) Regulations is amended by omitting the table in sub-regulation (2.) and inserting in its stead the following table:—

5.Regulations 71 and 72 of the Public Service (Parliamentary Officers) Regulations are repealed and the following regulations inserted in their stead:—

Salaries payable to officers of Second and Third Divisions.

“71.—(1.) For the purposes of sub-section (2.) of section 30 of the Act, the rate of annual salary or the scale of rates of annual salary payable to a male officer who occupies an office in the Second Division or Third Division is, subject to this regulation, that rate or scale of rates specified in the table in this sub-regulation which is appropriate to that office having regard to its classification.

“(2.) Where a female officer occupies an office in the Second Division or Third Division in respect of which there is a rate of annual salary applicable to that office by reason of the last preceding sub-regulation, the rate of annual salary payable to the female officer in respect of that office is $402.00 less than that rate.

“(3.) Where a female officer occupies an office in the Second Division or Third Division in respect of which there is applicable to that office by reason of sub-regulation (1.) of this regulation, a scale of rates of annual salary specified in the table in that sub-regulation, the rates of annual salary payable to the female officer in respect of that office are, subject to sub-regulation (5.) of this regulation, each $402.00 less than the scale of rates so specified.

“(4.) The rate of annual salary payable to a male officer whose age is an age specified in the first column of the table in this sub-regulation and who occupies an office in the Third Division the minimum of the scale of rates of annual salary of which is less than $2,142.00 is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

“(5.) “(6.) “(7.) The minimum rate of annual salary payable to a female officer who is of an age specified in the first column of the table in this sub-regulation and occupies an office in the Third Division is the rate of annual salary in the second column of that table opposite to the age of the officer.

“(8.) The minimum rate of annual salary payable to an officer who occupies an office in the Third Division and has been admitted, or is eligible to be admitted, to a degree of an Australian University or to a degree of an overseas University, being a degree that, in the opinion of the Parliamentary Head, is of a standard at least equal to the standard of a degree conferred by an Australian University is—

(a)in the case of a male officer who has not attained the age of 21 years—$2,064.00;

(b)in the case of a female officer who has not attained the age of 21 years—$1,634,00;

(c) in the case of a male officer who has attained the age of 21 years—$2,390.00; and

(d)in the case of a female officer who has attained the age of 21 years—$1,988.00.

“(9.) An officer who is paid salary in pursuance of the last preceding sub-regulation and has not attained the age of 21 years may be paid an allowance at the rate of $248.00 per annum.

Salaries and allowances of officers of the Fourth Division.

“72.—(1.) For the purposes of sub-section (2.) of section 30 of the Act—

(a)the scale of rates of annual salary payable to an officer of the Fourth Division who occupies an office specified in the second column of Part I. of the Schedule to these Regulations is, subject to this regulation, the scale of rates of annual salary specified in the third column of that Part opposite to the designation of the office occupied by the officer; and

(b)the annual rate of salary payable to an officer of the Fourth Division who occupies an office specified in Part II. of the Schedule to these Regulations is the rate specified in the second column of that Part opposite to the designation of that office.

“(2.) Where a female occupies an office specified in the second column of Part I. of the Schedule to these Regulations, being an office that does not include the word ‘Female’ in its designation, the rate of annual salary payable to the female officer in respect of that office shall be $402.00 less than the rate specified in the third column of that Part.

“(3.) The scale of rates of annual salary payable to an officer who occupies an office of Accounting Machinist (Female), Grade 1, or Typist (Female) is $972-$1,072-$1,200-$1,360-$1,530-$1,662-$1,720-$1,776-$1,834.

“(4.) The minimum rate of annual salary payable to an officer who occupies an office specified in the last preceding sub-regulation is the rate of annual salary specified in the second column of the table in this sub-regulation opposite to the age of the officer.

“(5.) Notwithstanding anything contained in the last preceding sub-regulation, the Parliamentary Head may determine that an officer who occupies an office specified in sub-regulation (3.) of this regulation shall be paid a rate of salary ascertained by reference to the period of service of the officer in accordance with the following table if the rate so ascertained would result in the payment of a higher rate of salary than that applicable under the last preceding sub-regulation.

“(6.) For the purposes of the last preceding sub-regulation, ‘service’ means proved experience, either within or without the Commonwealth Service, as a typist or accounting machinist or proved experience in both of those occupations.

“(7.) Where an officer occupies an office of Typist (Female), the officer shall be paid an allowance—

(a)at the rate of $68.00 per annum if—

(i) she has not satisfied the Parliamentary Head as to her efficiency at writing shorthand at the rate of not less than eighty words per minute;

(ii) she has passed a test conducted on behalf of the Parliamentary Head in typing at the rate of fifty words per minute and in typing letters and documents with due regard to punctuation and form; and

(iii) her rate of salary does not exceed $1,834.00 per annum; or

(b) at the rate specified in the second column in the following table opposite to the speed in words per minute equal to the highest rate at which she has satisfied the Parliamentary Head as to her efficiency at writing shorthand and correctly transcribing that shorthand:—

“(8.) The rate of annual salary payable to an officer who occupies an office of Library Assistant, Grade 1 and who is of an age specified in the first column of the table in this sub-regulation is whichever of the rates specified in the second column of that table opposite to the age of the officer is applicable to the officer.

(i) in the case of a male officer—$1,874.00 per annum; or

(ii) in the case of a female officer—$,2052.00 per annum; and

(c) travels while on recreation leave, from Canberra to the home of his parent or guardian,

the Permanent Head may authorize reimbursement to the officer of the amount (if any) by which the officer’s fare to and from the locality in which the home of his parent or guardian is situated exceeds $15.00.”.
