(Administration) Ordinance, 1930, and the Public Health Ordinance 1928-1930, hereby make the following Regulations to come into operation forthwith.

1. These Regulations may be cited as the Public Health (Piggeries) short title.

2. I n these Regulations, unless the contrary intention appears— Definitions.

" P i g g e r y " means any premises on which more than two pigs are kept and includes any portion of such premises to which they have access;

" P ropr i e to r " includes the owner, occupier or person having

the management or control of a piggery;

"Reg i s t e red" means registered under these Regulations; and
" Tlie Minister " means the Minister of State for Health.

3. A person shall not use any premises as a piggery unless such piggeries to be

4.—(1.) Every person applying for the registration of any premises ,lg ,( piggpi-y a l K l for the entry of liis name as the proprietor thereof shall make application in accordance with Form A in the Schedule to the Regulations, and shall pay to the Director-General, af the time

of application, a fee of Ten shillings. ' '

(2.) Upon the granting of such application, the applicant shall receive from the Director-General a certificate in accordance with Form B in the Schedule to the Regulations.

(3.) The Director-General may refuse to register any premises as a piggery within any specified area or areas.

(4.) Every such certificate shall operate only during the calendar year in which it is issued.

(5.) At any time during the currency of any such certificate, the Minister may, after written notice to the proprietor thereof, cancel the registration of the piggery.

Keeping of pigs.

5.—(1.) A person shall not keep any swine on any premises or land, or deposit swine's dung in such a situation thereon or in such a manner as to pollute any water supplied for use, or used or likely to be used, by man for drinking or domestic purposes, or used or likely to be used upon any dairy premises.

(2.) A person shall not keep pigs on any premises or land or deposit swine's dung thereon within a distance of two hundred feet, or such other distance as the Medical Officer of Health deems proper, from any dwelling-house, hospital, shop, office, factory, work-shop, school building or road or other place which the public are entitled to use.*

(3.) A person shall not, without the permission of the Director- General (proof whereof shall lie on the.person accused), keej) any swine in the City Area,

6. Every proprietor shall provide either sties and enclosures, or enclosures, within which his pigs shall be kept, and such Sties and enclosures or such enclosures shall comply with the following conditions:—

(a) Where sties and enclosures are provided—

(i) the floor of every sty shall be properly paved with impervious materials, and every such floor shall have sufficient fall to a surface gutter, which shall be not less than twelve, inches wide and one and one-half inches deep in the centre of its width, and shall extend the whole length of the sty and have sufficient fall so that it shall discharge all liquids falling upon the iloor or upon the gutter into an impervious sump of sufficient capacity to receive at least one day's drainage;

(ii) the floor area of every sty shall be in the proportion of not less than eight square feet to every pig over two months old which may be confined therein; and

(ii i) the ar ia of every enclosuio appurtenant to a sty or

group of sties shall be not less than three times

is appurtenant ; and

(/>) Where enclosures are provided—

( i ) such number of securely fenced enclosures shall be provided as shall permit of the pigs being moved from one enclosure to another periodically or at such times as an authorized officer directs; and

(ii) sufficient shelter sheds shall be provided in each enclosure to afford shelter for all pigs which may at any time be kept in such enclosure.

Animals not to 7.—(1.) The proprietor shall not—

on premises. (a) permit any slaughtering of animals on his premises;
lb) receive on his premises any carcass or part of a carcass

of a diseased animal ;

{r) feed his pigs upon the flesh or offal of diseased animals;
Id) receive, or suffer, or permit to be received, on such pre-

mises putrid matter for any purpose, or any kitchen, slaughterhouse or butcher's wastes or other putrescible pig-feed unless contained in galvanized iron receptacles, fitted with air-tight covers.

(2.) The proprietor shall cause all readily putrescible pig-feed which is brought to his premises to be immediately deposited in cooking vessels, which he shall cause to be maintained at such a temperature as to prevent their contents from putrefying, and shall not remove, or permit or suffer to be removed such contents except for the purpose of feeding pigs or such other purpose as an authorized officer approves.

9. The proprietor shall comply with the following provisions with Feeding

(«) In the case of sties provided in accordance with regulation 6
of these Regulations, each trough shall he situated in

such position as to be easily cleansed and drained to the

drainage gut ter ;

(b) I n the case of enclosures provided in accordance with that regulation, a feeding trough shall be provided in each enclosure;

(c) Every feeding trough, unless provided in connection with moveable enclosures, shall he fixed upon a cement floor, extending four feet in all directions from each trough and the trough and cement floor shall be so situated as to permit of being readily drained;

(f/) Pigs shall not he fed otherwise than at the feeding troughs

provided in accordance with this regulation; and

(e) Every feeding trough shall he of such pattern as may he

readily cleansed.

10. Any person who contravenes or fails to comply with any Penalities.

provision of or direction under these Regulations shall be guilty of an offence against these Regulations, and shall be liable, upon conviction, to a penalty not exceeding Twenty pounds; and, where the offence is a continuing offence, a penalty not exceeding Five pounds for every day during which the offence continues; but so that the total of such penalties shall not exceed One hundred pounds.
