Definitions. 2. In these Regulations, unless the contrary intention appears— " eating house " means any house, tent, edifice, building or other structure (permanent or otherwise) or any part thereof in which meals are servedto the public for gain or reward not being licensed premises within, the meaning of the Liquor Ordinance 1929 or premises in respect of which an authority under that Ordinance for licensees temporarily to sell, supply or dispose of liquor on premises other than those specified in their licences is in force, or any boarding house or any •
other house, tent, edifice, building or other structure used

. 3. A person shall not act as the proprietor of an eating hoxise unless as the proprietor thereof in accordance with these Regulations.

(3.) Every such certificate shall continue in force until the person
entered thereon as proprietor ceases to act as proprietor or until'thirty-first day of December next following the date of the certificate,
whichever is the sooner. . . (4.) During the first woek in January in each year, the proprietor
of an eating house shall make application for the renewal of the
