Her Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Public Finance and Audit Act 1983.

Explanatory note
The Public Finance and Audit Act 1983 provides for an officer of an authority to exercise functions relating to the committing or incurring of expenditure and the authorising of payment of accounts. The object of this Regulation is to amend the Public Finance and Audit Regulation 2000 to prescribe a member of staff of the Office of Co- ordinator General of Rail as an officer of an authority in relation to the State Rail Authority.
This Regulation is made under the Public Finance and Audit Act 1983, including the definition of officer of an authority in section 4 (1) and section 64 (the general regulation-making power).

1 Name of Regulation
This Regulation is the Public Finance and Audit Amendment (Office of Co-ordinator General of Rail) Regulation 2002.

The Public Finance and Audit Regulation 2000 is amended as set out in Schedule 1.

Clause 17 Definitions of “authority” and “officer of an authority”
Omit subclause (7). Insert instead:
(7)
For the purposes of the definition of officer of an authority in section 4 (1) of the Act, the following are prescribed in relation to the State Rail Authority, but only for the purposes of exercising functions under sections 12 and 13 of the Act:
(a) an employee of the Rail Infrastructure Corporation, (b)
a member of staff of the Office of Co-ordinator General of Rail.
