a The object of this Regulation is to enable the Police Service (through the Police Commissioner) to effect financial adjustments under Part 2A of the Public Authorities (Financial Arrangements) Act 1987. That Part deals with the way in which authorities may, for the purpose of exercising their functions, and in accordance with the written approval of the Treasurer, effect a financial adjustment. A reference to the effecting of a financial adjustment by an authority is a reference to the entering into or the participation by the authority in any of the arrangements or transactions referred to in section 5 of the Act. This Regulation is made under the Public Authorities (Financial Arrangements) Act 1987, including sections 15 and 43 (the general regulation-making power).

Insert after clause 56:
Declaration of authority-financial adjustments: sec 15 Under section 15 of the Act, the Commissioner of Police is declared to be an authority for the purposes of Part 2A of the Act.
