regulations,	Parliamentary Electorates and Elections Act, 1912, as amended by the Parliamentary Elections (Amend­ ment) Act, 1918, wbicb regulations tvere laid before the Legislative Assembly on the twenty-first day of August, one thousand nine hundred and nineteen, shall have the force of law, and shall be of the same effect as if enacted in the said Act.
