[ASSENTED TO 10TH NOVEMBER, 1914.J B E it enacted by the King's Most Excellent Majesty, by and with the advice and consent of the Legis- lative Council and Legislative Assembly of Queensland in Parliament assembled, and by the authority of the same, as follows : - 1. Y. ~ o. 20, at intervals not exceeding twenty-six days between the publication of any two such papers or pamphlets or parts or numbers: the term does not include any document published in the course of his dutv by the Government Printer, or any paper oi· p~ mphlet c:mtaining only matter wholly of a commercial nature; Printer. "Printer," used with reference to newspapers- The manager, foreman, or other person in charge of the room, branch, or department where the newspaper is printed by the printing press; Proprietor. " Proprietor," without limiting the general signifi- cation of the term, means the person who is the owner or lessee of the printing press and other instruments of the IJIOCeSS of printing, and is entitled to the profits of such process, and includes any mortgagee or encumbrancee in possession who carries on the business of printing, and includes any corporation or joint stock company; Publisher. " Publisher," used with reference to newspapers- The manager, foreman, or other person in charge of the room, branch, or department from which the newspaper is issued for distri- bution to the public; Printing prel!s. If a change is at any time made in any of the aforesaid particulars required to be stated, or upon the written requisition of the Minister, the company shall,

The Uegistrar shall file every such notice and issue to the person giving it a certificate in }'orm C of the Schedule, f. c. Schedule hereto or to the like effect. (4..) Any person who uses any printing press Or types Peualty. for printing without having given the said notice and received the said certificate, or who after such receipt uses any printing press or any types for printing in any other place than the place declared in the said notice, shall be liable to a penalty not exceeding twenty pounds. (5.) Any justice of the peace who, from information Search upon oath, has reason to suspect that any printing press warrant. or types for printing is or are used or kept for use without such notice given and certificate obtained, or in any house or place not included in such notice and certificate, may by his warrant direct any officer of the police force with his assistants (if any) to enter into any such house or place and search for any printing press or types for printing. And every such officer with his assistants may enter into such house or place accordingly, and search for and seize, take, Rnd carry away every printing press found therein, and all the types and other articles thereto belonging, and all printed papers found in such house or place, and upon conviction of the offender the same may be forfeited by order of the adjudicating court; but such forfeiture may be remitted by the Governor in Council. Notification of such seizure shall be forthwith given to the Registrar by such officer: . Provided that nothing in this Act contained shall render it necessary to re-register any newspaper which, at the passing of this Act, was duly registered according to law. 5. (1.) No. 20, Penalty. upon the first leaf and the last leaf of every such paper or book which consists of more than one leaf, its name or some known abbreviation thereof, and also the name or names of the individual person or persons as its printer or printers, and the name of the place and of the street or other part thereof in which the printing business of such company is carried on by such printer or printers. (3.) Any person who prints for publication or distri- bution any paper or book and omits to comply with the foregoing provisions of this section, or who publishes or distributes or assists in publishing or distributing any paper or book in respect of which the foregoing provisions of this section have not been complied with, or in respect of which any of the prescribed particulars are false or fictitiom, shall, for every such copy so printed, published, or distributed by him but not for more than twenty copies in the whole, be liable to a penalty not exceeding five pounds. (4.) This section does not apply to newspapers. Printer to 6. (1.) (b) Service of any process, document, or writing at the l)lace mentioned in any such affidavit as the place of printing of the newspaper in question shall be taken to be sufficient service thereof against the persons respectively named in such affidavit as the proprietor, printer, and publisher of such newspaper; Proof of purchase of paper at defendant's office dispensed with. (c) Against any person who has made any such affidavit, if it or a certified copy thereof (which cop~ r the Registrar shall be bound to furnish on payment of the prescribed fee) is produced in evidence, and if a newspaper is so produced intituled in the samemallner as the newspaper mentioned ill such affidavit or copy, and in which the names of the printers and publishers :md the place of printing are the mme as the names of the IJrinters and publishers and the place of printing mentioned in such affidavit or copy, it shall not be necessary to prove that the newspaper to which the proceedings relate was purchased at any 1: ouse, shop, or office belonging to or occupied by the defendant or his servants or where he or they usually carry on the business of printing and Imblishing or where the same is usually sold. 'l'he Governor in Council may from time to time make regulations providing for all or any purposes, whether general or to meet particular cases, that may be convenient for the administ.ration of this Act or that may be necessary or expedient to carry out the objects and purposes of this Act, and, where there may be in this Act no provision or no sufficient provision in respect of any matter or thing necessary or expedient to give effect to this Act, providing for and supplying such omission or insufficiency, and 'without prejudice to the foregoing powers- (i.) Prescribing forms to be used for the purposes of this Act; (ii.) Prescribing conditions on which newspapers may be registered; providing for striking defunct newspapers off the register; (iii.) Prescribing fees to be paid for matters arising under this Act. Such regulations may provide a penalty not exceeding twenty pounds for any breach thereof. All such regulations shall be published in the Gazette, and when so published shall have the same effect as if they were enacted in this Act, and shall not be questioned in any proceedings whatever. All such regulations shall be laid before both Houses of Parliament within forty days of the publication thereof if Parliament is then sitting, or, if not, then within forty days after the commencement of the next ensuing session of Parliament.
